The Russian Civic Chamber prepared a draft bill to introduce genome registry of migrant workers, according to official statement.

MOSCOW (Sputnik) — The Russian Civic Chamber will examine a draft bill on a proposed genome registry of migrant workers, the body announced in a press release published on its official website Tuesday.

The draft is motivated by the fact that foreign nationals committed 89,300 crimes in Russia in 2015 and the widespread practice of fingerprinting has failed to yield the desired results, it was noted in the press release. Currently, such a database only registers those convicted of serious and very serious crimes, including convicted sex offenders whose DNA is automatically collected during the course of criminal investigations.

The bill proposes to put the onus to register on employers of foreign nationals and on the individuals themselves should they apply independently for a work permit.

The Civic Chamber of Russia is a public organization coordinating interactions between NGOs and the authorities.
