"If the Turkish authorities need data on terrorists I will name them again. Take notes!… They feel themselves comfortable 'on the Turkish coast'… I am pleased with normalization of the Russia-Turkey relations. I ask Turkish President Tayyip Erdogan again to take the decision on terrorists' extradition," Kadyrov wrote on his page in Instagram submitting the list of Chechen natives suspected of terrorism.
According to Kadyrov, Ankara has been warned of a threat posed by these jihadists, though the Turkish authorities "have only promised" to extradite them.
On June 28, three suicide blasts rocked Istanbul's Ataturk International Airport, leaving over 40 people dead and more than 230 injured. Turkish Prime Minister Binali Yildirim said that the initial investigation suggest that the Islamic State jihadist group, outlawed in the United States and Russia, was responsible for the attack.
Turkish media, citing sources in the prosecutor's office, reported that Russian citizen Akhmed Chatayev was the mastermind behind the terror attack. He had been wanted by the Russian authorities for terrorism-related offenses but escaped to Europe and avoided extradition to Russia after being granted asylum in Austria. In January 2016, Russia's National Anti-Terrorism Committee warned that Chatayev headed the special unit within the Islamic State terrorist group, which is in charge of organizing terrorist attacks in Russia and Europe.
