According to the body-cam footage, Noble was pulled over to a gas station and ordered to show his both hands out of his truck's window. The video shows at least one of his hands being out of the window and the police ordering to show the other one, although it remains unclear whether the other hand was shown as the body-cam is pointed in the other direction.
Noble is later shown to leave the vehicle although the police officer tells him that he had not given that order, and moves away from the cops with only one hand in the air, then turns and starts walking back.
After being shot two times, Noble fell on the ground, at one point trying to raise his hands as ordered, but then putting them down again. Although being ordered not to reach under his shirt or he would be shot again, the teenager did so, and was eventually shot again.
According to the media reports, the video was shown to Noble's family on July 8, which filed a case against the city of Fresno for police's inexcusable use of excessive force, claiming to be even more convinced in doing so after seeing the body-cam footage.
The body-cam release by Dyer comes amid increased tensions between police and civilians in the United States.
