Why France Does Not Want to Take Russia's Approach in Fighting Terrorism

The terrorist attack in Nice, one of the most prestigious resorts in France, has shocked the world. Unfortunately, the recent attack has added to a series of terrorist acts in France, including the attack at Charlie Hebdo satirical magazine and a series of attacks in Paris.

The French government has boosted security measures each time but the recent tragedy shows it was not enough.

Alexei Filatov, vice president of the International Association of Alfa counterterrorist forces, told Sputnik why currently acts of terrorist are hard to predict and prevent.

"Security services regularly receive information about planned attacks. Currently, there is a large number of potential terrorists in the world. However, now terrorists use a new tactics, not the same they used for the 9/11 attacks in the United States," he said.

According to Filatov, now terrorists use loan wolves or small groups of three to five terrorists. Thus, it is extremely difficult to track them and prevent an attack.

He suggested that the attack in Nice was planned and organized by those close to the Daesh terrorist group.

"This is why it’s crucial to deal with the reasons behind terrorist attacks, not their consequences. A country should fight terrorism in the enemy territory. It’s also important to prevent conditions that force people of a country to become terrorists," Filatov said.

He suggested that currently the best way to root out terrorism is international cooperation, an approach Russia has long insisted on.

Unfortunately, Filatov noted, currently the fight against terrorism depends on the political environment.

"In recent years, counterterrorism cooperation has decreased by several times. This situation is similar to that of the early-2000s when Russia carried out a counterterrorism operation in the North Caucasus. Many accused Moscow of fighting against its own people. But after the 9/11 attacks, the West changed its mind. It realized that global terrorism exists. At the time, we started cooperation because Russia succeeded in fighting terrorists," he said.

However, today the level of this cooperation is extremely low, he concluded.

On July 14, 31-year-old Mohamed Lahouaiej Bouhlel of Tunisian origin drove a truck through a crowd watching the Bastille Day fireworks, killing at least 84 and injuring over 100. President Francois Hollande described the incident as an "undeniable" terrorist attack.

No terrorist organization has claimed responsibility for the attack so far.
