"We condemn, are shocked and extend our sincere condolences to the people of France," Kestutis Vaskelevicius said.
France has extended by three months the state of emergency, which was due to expire on July 26. The nation has been on high alert after gun and bomb attacks in Paris left 130 people dead and hundreds injured.
