"The terrorist attack that hit Munich, causing many casualties, is a new despicable act that aims to paralyze Germany with fear after other European countries," Hollande’s message says, as quoted by Le Monde on Saturday.
On Friday, a shooter killed at least nine people and injured over a dozen others at a Munich mall. He then committed suicide.
According to police, the shooter was an 18-year-old German with dual German-Iranian citizenship.
The motive behind the shooting is unclear and an investigation is ongoing. Munich police will give an update on the investigation at noon local time on Saturday (10:00 GMT).
The Munich shooting comes in the wake of the Nice July 14 attack, in which a truck rammed into a large crowd celebrating Bastille Day in the French city killing at least 84 people, including children, and injuring hundreds of others.
