Earlier in the day, Isinbaeva said she expected the IAAF to give their final decision on her ban by the end of Thursday.
"Dear friends and media, information that I allegedly did not submit the application to take part in Rio Olympics is false. Twenty minutes ago I got the negative answer of the IAAF secretary. Unfortunately, they have not made an exception for me. I was not allowed to participate in Rio Olympics. No miracle happened. Thank you very much for your support! It is not my fate to perform in Rio!" Isinbaeva wrote on her page in Instagram.
In 2015, the World Anti-Doping Agency’s (WADA) Independent Commission issued a report accusing Russia of numerous breaches of global anti-doping regulations, which led to ARAF’s suspension from the International Association of Athletics Federation (IAAF).
Earlier, the IAAF announced it had banned all Russian athletes from taking part in international competitions, including the upcoming Olympics in Brazil. It made an exception for long jumper Darya Klishina, who trains in the United States.
