"Finally, the EB decided to delegate the final decision on acceptance of entries of Russian athletes to a review panel of the EB composed of three IOC executive members, Ugur Erdener, who is the chair of the medical commission, Claudia Bokel, who is chair of the athletes commission, and Juan Antonio Samaranch," Adams told reporters.
The IOC will make its final decision before the Games kick off on Friday, he stressed.
Adams added that the Executive Board had decided to ban Russian track and field athlete and World Anti-Doping Agency's (WADA) doping informant Julia Stepanova before she sent a letter asking the IOC to reconsider its decision.
The IOC will also look over the Court of Arbitration for Sport (CAS) decision in case it repeals the International Weightlifting Federation (IWF) ban on Russian weightlifters' participation in the Games, he said.
