MOSCOW (Sputnik) — Bernardo who was in the ministerial office under suspended President Dilma Rousseff and ex-President Luiz Inacio Lula da Silva allegedly set up a criminal group with 19 other officials in the Planning Ministry and received kickbacks in a fraud scheme, Agencia Brasil said.
