Russia has enough resources to establish an international anti-doping system, the country's sports minister said.

PARIS (Sputnik) — Russia has the financial, moral and economic resources to help create an international anti-doping system, Sports Minister Vitaly Mutko said Monday.

"We need to make the entire world agree on some sort of a system. We are glad that the IOC [International Olympic Committee] understands this. Russia has financial, moral, political will, intellectual resources, we are able to create such a system together with the world," Mutko said.

Mutko said Monday he expected all formalities surrounding the national Olympic team’s admission to Rio de Janeiro for the Summer Games to be resolved in the next 24 hours.

"I hope that today or tomorrow all the formalities for the admission of the team will be completed, and the team will go from nervous to working condition. I hope that the [team] will get it together and begin to prepare seriously. Our support for them is absolutely guaranteed," Mutko said.

The International Olympic Committee's Executive Board has appointed a three-member panel to make the final decision on Russian athletes' participation in the 2016 Rio Olympics. IOC Director of Communications Mark Adams said Sunday the governing body would make its final decision before the Games kick off this Friday.
