Germany needs to amend proactively its Equal Treatment Law to better represent people of migrant background, a report commissioned by the Federal Anti-Discrimination Agency will indicate.

MOSCOW (Sputnik) — An expert panel will present its evaluation of ways to expand the law on Tuesday, German newspaper Die Welt said, after seeing the report. The regulation turns ten years this week.

The authors are expected to propose "positive measures," which go beyond EU criteria for equal treatment, including quotas for people of immigrant origin in business leadership roles. A similar quota is already in place for women.

People in Germany are in general less likely to report discrimination based on race and ethnicity compared to that based on age, gender or disability, the study will reveal. The Equal Treatment Law has been invoked a total of 3,112 times since its coming into being.
