"There is an order to prepare a road map [on the single visa]. Now this issue is being worked on by the experts of the Russian Federation and the Republic of Belarus," Rapota told the Belarus-1 broadcaster on Tuesday.
The state secretary stressed that the two countries would retain the right to issue national visas should the single visa initiate be implemented.
The Union State of Russia and Belarus was established in 2000 with the intention of providing greater political, economic, and social integration.
