BERLIN (Sputnik) — The civil defense plan for emergency situations was presented by the interior minister and approved by the government earlier on Wednesday.
"This concept is unrelated to the issue of terrorism, its entire creation history has nothing to do with the summer attacks," de Maiziere told journalists.
He added that the plan had been in preparations for a long time.
The German Interior Ministry has proposed a set of new security measures, including an increase in the number of police officers by 15,000 people in the wake of the two lone-wolf attacks in Germany's Bavaria in July. Responsibility for both attacks was claimed by the Islamic State jihadist group, which is banned in Germany and Russia as well as many other countries.
