A Russian telecommunications equipment firm is in talks with China’s technology companies Huawei and Lenovo on licensing for the technology of manufacturing data storage units necessary for the implementation of Russia’s new anti-terror law, Russian newspaper Kommersant reported Wednesday, citing sources familiar with the situation.

MOSCOW (Sputnik) — Equipment maker Bulat, partly owned by Russia's industrial conglomerate Rostec, seeks to obtain licenses from the Chinese side to produce data storage equipment, the Russian newspaper said.

"Negotiations with Huawei are at a more advanced stage, we are talking about the transfer of production technology solutions for data centers and construction of communication channels, such as different servers, data storage systems and telecommunications equipment," a source told the daily.

According to the newspaper, Huawei is unwilling to sell the technology to Bulat without acquiring a minor part in the Russian firm.

The daily also cited Lenovo’s Eastern Europe head Gleb Mishin as saying that although there have been no official talks between Lenovo and Bulat, his company is interested in cooperating with the Russian firm.

Under the package of anti-terror laws passed in June, Russian telecommunications providers will be obliged to store all users’ data for at least six months. The law comes into force in July 2018.

After the law was signed, Russian President Vladimir Putin ordered to organize the production of data storage equipment to help communication providers meet the requirements of the new laws.
