MOSCOW (Sputnik) — Russia is carefully considering Germany's proposal for a new arms control agreement in Europe, the head of the Russian Foreign Ministry’s Department for Non-Proliferation and Arms Control said Monday.

"We are carefully assessing the German Foreign Minister's article. This process is not ready, so it's better to refrain from detailed comments on this matter. At the same time, I would like to recall that we have repeatedly spoken in favor of renewing the system for control of conventional arms in Europe, and bringing it into line with current realities," Mikhail Ulyanov told RIA Novosti.

Latvia, which is currently the presiding country of the EU council, can count on full support of Germany, the country's Foreign Minister Frank-Walter Steinmeier said in a Thursday statement. - Sputnik International

At the same time, there can be no return to the Treaty on Conventional Armed Forces in Europe (CFE), the head of the Russian Foreign Ministry’s Department for Non-Proliferation and Arms Control said Monday.

"The previous CFE is outdated and there can be no return to it, but talks on something new are possible. Though we are not planning to initiate this dialogue ourselves. The reason for that is that previous attempts to end the crisis in the control mechanisms for conventional arms failed, and not because of Russia, I am certain. Considering this, we have given the NATO side the opportunity to initiate," Mikhail Ulyanov told RIA Novosti.

March 10, 2015, citing NATO's de facto breach of the Treaty, Russia formally announced it was "completely" halting its participation in it on the next day.
