"GAO found weaknesses in the Field Collection program's internal controls for case selection," the report stated on Tuesday. "Program objectives are not clearly defined and communicated… Documentation and assessment of case selection risks are inadequate."
The GAO recommended that the IRS develop and document objectives in clear and measurable terms, including fairness and provide guidance for group managers' use of judgment in selecting cases.
Also on Tuesday, two Republican congressmen presented a resolution in the House of Representatives, the lower chamber of the US Congress, to impeach IRS chief John Koskinen for auditing Americans on the basis of their conservative political affiliations.
A vote on whether to proceed with the impeachment process is expected to take place in the House of Representatives on Thursday.
