WASHINGTON (Sputnik) — President Barack Obama’s advisors would recommend he veto a congressional measure preventing him from transferring detainees from the US military base at Guantanamo Bay, Cuba, the White House Office of Management and Budget (OMB) said in a statement on Tuesday.

"[T]his bill would seek to prohibit any and all transfers of detainees, even where such transfers are conducted securely and responsibly and to further substantial US national security interests," the statement said.

If presented with the bill, Obama’s advisors would recommend he veto the measure, the OMB explained.

Lawmakers in the US House of Representatives introduced the bill on Friday. Earlier on Tuesday, House Speaker Paul Ryan said he will bring it to a vote this week.

In August, Obama ordered the transfer 15 Guantanamo Bay detainees to the United Arab Emirates. The decision sparked intense discussions among government officials and advocacy groups over the possible negative effects on US national security.

Closing the detention center at Guantanamo Bay has been an administration priority since Obama took office in 2009. Of the 61 detainees remaining at the facility, 20 have been cleared for transfer.
