Churkin told journalists on Friday that the meeting was cancelled "because the United States is not prepared to share the documents with the members of the Security Council."
"If they are not prepared to even describe the documents in detail why have the meeting?" Churkin said, adding "I don’t think we are going to have a resolution of the Security Council in support of those documents because we believe that we cannot ask members of the Security Council to support something the content of which they don’t know."
Churkin called the US stance on the issue "strange" stressing that it is hampering UNSC progress on the matter.
"So it’s another strange attitude from the United States which does not make it possible to proceed with the briefing and also, I am afraid, to proceed with the adoption of that resolution," the Russian envoy told journalists.
On September 9, Russian Foreign Minister Sergey Lavrov and US Secretary of State John Kerry announced a new peace plan to address the five-year conflict in Syria.
"There are some encouraging news about the humanitarian part of the deal even though it’s an extremely complicated and technical thing," Churkin told journalists on Friday, adding that there are still multiple opposition groups that are demonstrating some kind of resistance to the new Syria ceasefire.
On Friday, Lavrov told Kerry in a phone call that the entire package of US-Russian agreements on Syria should be made public. Later in the day, US State Department spokesperson John Kirby stated in a briefing that the United States is still not prepared to publicly release the details of the US-Russia negotiated Syria ceasefire agreement.
