Jens Stoltenberg said Wednesday that he would not speculate on who was to blame for the deadly attack on UN aid convoy in Syria.

MOSCOW (Sputnik) — UN Secretary General Jens Stoltenberg said Wednesday that he would not speculate on who was to blame for the deadly attack on UN aid convoy in Syria, citing the lack of concrete facts.

Casting the blame on anyone without sufficient proof would be a violation of international law, Stoltenberg said following his meeting with Russian Foreign Minister Sergei Lavrov.

NATO chief stressed the importance of a thorough investigation of the incident.

A Monday attack on a UN aid convoy  in Aleppo outskirts killed at least 21 people. Washington has claimed that either Russian or Syrian forces were responsible for the attack while Moscow has categorically denied the accusations.
