WASHINGTON (Sputnik) — On September 9, Russian Foreign Minister Sergey Lavrov and US Secretary of State John Kerry presented a new plan to settle conflict in Syria, which included a new ceasefire that came into force on September 12. However, because of repeated violations of the ceasefire by Syrian rebels, it was declared ineffective.
"It is hard to imagine the United States reaching any other negotiated agreement with the Russians until they live up to the commitments they have made to reduce the violence and allow for the free flow of humanitarian access and aid to the communities that need it most in Syria," Earnest stated.
Earnest said that the Obama administration’s doubts concerning Russia’s intentions in Syria are mounting.
"The doubts harbored by the administration about Russia and their intent are growing," he said.
