During the meeting that was held in the Colombian city of Cartagena on Monday, Kerry said that Washington is committed to wellbeing of Venezuelan people and improving the relations with Caracas, State Department Spokesman John Kirby said.
"[Kerry] spoke of our concern about the economic and political challenges that have affected millions of Venezuelans, and he urged President Maduro to work constructively with opposition leaders to address these challenges," he said.
Venezuelahas been in a state of emergency since the beginning of 2016. The country’s opposition blames the shortages of food in the country on President Maduro, while the latter insists that the West is responsible for the crisis in the country.
