The suggested carbon offsetting scheme includes such measures as technical and operational improvements, as well as the use of sustainable alternative fuels for aviation. Participation in the early stages of the agreement implementation will be voluntary.
The Kommersant newspaper said on Saturday that Russia has not joined the experimental stage of the ICAO agreement because of concerns that it would push airlines of developing countries out of the market and will reduce flight safety.
According to Kommersant, Russia plans to develop an alternative version of the agreement together with China and India.
Meanwhile, the ICAO expects all states to be on board with its new regulation beginning in 2027 until 2035.
At present, international aviation contributes about 1.3 percent per year to global manmade carbon dioxide emissions.
