"A report on our remote monitoring in 2012 was provided to the US Department of State. Moreover, the candidate recognized as a winner [of elections], promised in his speech to reform the electoral system of the United States in the way recommendations for the Russian Public Institute of Electoral Law were implemented. However, unfortunately, the reform in this country has not been even initiated in four years," Vladimir Churov told RIA Novosti.
He explained that a procedure of remote monitoring was elaborated and successfully implemented during 2012 election campaign. The comparison of 2012 and 2016 campaigns showed that they were pretty much similar, meaning no improvements had been made.
Churov added that the midterm elections in 2014, also monitored by Russia's observers, were more transparent and competitive, conducted under a more understandable procedure.
US citizens are set to elect a new president on November 8.
