DONETSK (Sputnik) — Holding local elections in Donbass is one of the key stages of Ukrainian conflict settlement in accordance with the Minsk agreements signed in February 2015.
“In 2017, we will hold elections under the Minsk agreements, or we will hold them independently,” Zakharchenko told reporters.

The head of the Donetsk People's Republic (DPR) has halted his decree to hold local elections on November 6, Alexander Zakharchenko's spokesperson told RIA Novosti earlier. Also on Wednesday, head of the neighboring Lugansk People's Republic (LPR) Ukraine Igor Plotnitsky issued a decree postponing local elections scheduled for November 6 until further notice.
The Ukrainian government believes it is unrealistic to hold local elections on Donbass territories not under its control, according to the spokeswoman for the Ukrainian envoy to the Trilateral Contact Group.
