"I believe there are high chances to reach an agreement. In my opinion, the current situation within OPEC is more positive and promising than it was [during talks] in Doha in April this year," Novak told reporters ahead of his trip to attend the 18th Ministerial Meeting of the Gas Exporting Countries Forum (GECF) in Qatar.
Novak reiterated that Russia was ready to freeze oil production as soon as OPEC members reach the final agreement on oil output freeze. The outcome of the OPEC meeting will also determine the ceiling of Russia's oil production, the minister emphasized.
In late September, the OPEC member states reached a preliminary deal to set the oil output ceiling at 32.5-33 million barrels a day for the whole cartel. The OPEC countries still have to finalize the deal at the OPEC summit in Vienna on November 30.
