16:55 GMT 21.11.2016 (Updated: 17:29 GMT 21.11.2016) The Chilcot inquiry, which found the UK 2003 invasion of Iraq largely unwarranted but did not blame any party for the move, was specifically set up to avoid the risk of legal proceedings against individuals or the government, declassified government documents reveal.
Government officials deliberately opted out of a parliamentary inquiry, as it would have generated a bigger public interest, and avoided appointing judges or lawyers whose conclusions could "expose organisations, departments and/or individuals to criminal or civil proceedings or judicial review”, the memos said.
