Russia’s Federal Air Transport Agency (Rosaviatsia) is proposing new security measures that would allow for more accurate reporting of the situation on board passenger planes, Russian media report.

Rosaviatsia Not to Advise to Stop Flights to Turkey After Airport Attack
MOSCOW (Sputnik) – The new proposal, put forth at a Friday roundtable meeting, entails the introduction of a new class of security personnel – "air marshals" — who would be in charge of observing the situation on board the aircraft, the Russian Kommersant newspaper reported on Saturday.

In addition, Rosaviatsia is proposing to impose a system of fines for misbehavior on board the plane, which could include providing compensation to each traveling passenger, not only those directly affected.

Currently, airlines are limited in their ability to deal with disrupting individuals on board passenger planes. Sometimes the Air Code does not even allow to remove a violator from a flight and local authorities are often unwilling to take any measures against violators when a plane lands at an airport, according to Kommersant.
