MOSCOW (Sputnik) — Civil servants should have open and honest dialogue with people, consult them before making decisions, Russian President Vladimir Putin said Thursday.
"I would like to address many of you again, do not hide in your offices, do not be afraid to speak to people, to meet them halfway, to speak to the people openly and honestly, to support their initiatives," the president said during his annual address to the Russian parliament.
The president added that the decisions on the urbanization and the preservation of the historical heritage sites were often made by officials without consulting the public.
"Isn't it better to ask people's opinions, ask them what they want to see in the streets, in the yards, in the parks, on the waterfronts, in the playgrounds," Putin added.
On December 1, Russian President Vladimir Putin made his Annual Sate of the Nation Address.
