“We have helped facilitate and support some…foreign communication that the [Trump] transition team has gone forward with,” Kirby stated. “There have been occasions when we have provided material.”
Trump’s transition team, Kirby pointed out, isn’t required to contact the State Department to get briefed before making a call to a foreign government leader or head of state.
The department, Kirby added, is unaware if any of Trump’s communications have had a tangible impact on US foreign policy.
Earlier this week, Pakistani Prime Minister Muhammad Nawaz Sharif called Trump to congratulate him on his electoral win. According to a Pakistani government readout of the call, Trump told Sharif he was “ready and willing to play any role” in helping find solutions to Islamabad’s outstanding problems.
