The United States cannot defeat Daesh terrorist group in Syria because it lacks an effective ground force, former Army Vice Chief of Staff Gen. John Keane told the Senate Armed Services Committee on Tuesday.

WASHINGTON (Sputnik) — Keane, currently the Chairman of the Institute for the Study of War, advocated for the building of a safe zone for civilians near the Jordanian and Turkish borders.

"We do not have an effective strategy to defeat them in Syria because we don’t have an effective ground force," Keane testified.

A safe zone could serve as a de facto no-fly zone, and possibly attract Syrian “moderates” who turned away from cooperating with the United States in 2013, he explained.

The hearing was convened to address defense challenges facing the United States.
