Earlier in the day, the South Korean Defense Ministry reported about a launch of an unidentified missile by North Korea at 7:36 a.m. local time (22:36 GMT on Sunday), however, later in the day, Japan said that Pyongyang had launched a total of four missiles. Although North Korea has not commented on the missile launch yet, last week Pyongyang had promised to respond to the South Korean-US military drills, which kicked off on Wednesday.
"This shows once again that security threats that the world is facing are serious and it is required that the European Union is a serious, reliable security provider, obviously in our region with our neighbors, but also in far away places," Mogherini said ahead of the Foreign Affairs Council.
“With the ministers today I will present Progress Report somehow on all different fields that we decided last December by the European Council from working together on developing military capabilities including with some incentives from the Permanent Structured Cooperation to other means, the use of battlegroups,” Mogherini said.
The foreign policy chief also said she was going to propose to EU foreign ministers to take immediate decisions to establish military and combat capability that would allow the European Union to have a more unified, rational and efficient approach to existing training missions.
Mogherini pointed out that these efforts would not result in creating the so-called European army.
