"DOD's projected cost savings estimate is unreliable because DOD-provided documentation, when compared with best practices for cost estimates, was not sufficiently detailed to support the estimate," the report stated.
As an example, GAO cited one cost savings estimate that lacked any mention of specific actions planned to save money.
"Without detailed documentation allowing someone unfamiliar with the program to easily recreate or update the cost savings estimate, the estimate is not reliable and, thus, does not allow for clear tracking of cost savings," the report explained.
The report recommended that the Secretary of Defense to direct the Deputy Chief Management Officer to develop reliable estimates, with enough detail for Congress to keep track of the amount saved.
