US Complicates Seized Diplomatic Property Talks With New Sanctions - Moscow

US lawmakers are making negotiations on the return of seized Russian diplomatic property in the United States more difficult with the passage of a new sanctions bill, Russian Deputy Foreign Minister Sergei Ryabkov said.

MOSCOW (Sputnik) — Ryabkov told RIA Novosti on Wednesday that "the US executive authority's capabilities to make the only correct decision to return to us the diplomatic property without any conditions are significantly narrowed."

"Therefore, of course our dialogue on this topic becomes even more difficult," he stressed.

The US House of Representatives approved by a 419-3 vote on Tuesday a new version of a bill that would impose sweeping sanctions on Russia, Iran and North Korea, and limit President Donald Trump’s ability to lift the restrictions on Moscow. The measures target Russia's defense, intelligence, mining, shipping and railway industries, and restrict dealings with Russian banks and energy companies.

The legislation also limits the US president's ability to ease any sanctions on Russia by requiring Congressional approval to lift any restrictions.

Trump, for instance, would need lawmakers' approval to return Russian diplomatic properties that were seized under the previous administration in December 2016.
