Previously Kadyshev worked as a deputy director of the First European Department of the Russian Foreign Ministry and a minister counsellor at the Russian embassy in Paris.
On October 19, 2016, the Russian Orthodox Spiritual and Cultural Center was opened in Paris in the presence of Russian Culture Minister Vladimir Medinsky and Paris Mayor Anne Hidalgo.
The construction of the center in Paris began in mid-April 2015. It incorporates a church, a library and a center where ethnic Russians will be able to meet, while French nationals will have a chance to learn about the Orthodox culture.
Russian President Vladimir Putin was expected to attend the opening of the Russian cultural and spiritual center and the exhibition during his October 19 visit to France, which however was canceled by the Russian side after some of the scheduled events were "dropped out of the program" by the French side, according to Kremlin spokesman Dmitry Peskov.
