This phenomenon occurs during a partial lunar eclipse when the Earth comes between the Moon and the Sun, but the three celestial bodies do not form a perfectly straight line in space. The moon's red color is due to sunlight being scattered by the Earth's atmosphere. The next eclipse is expected to happen on January 31, 2018.
