The video, which was posted on Youtube, shows a man racing through Chita in Eastern Siberia at night on a sled tugged by a car.
The race, which left a whirl of sparks, was apparently videoed from the vehicle, which intentionally followed the rider.
City authorities, however, said that the ride was also captured on the city live cams at about 9:30 pm.
The man and the accompanying vehicles are now being searched for by police for "socially dangerous experiments" on public roads.
