COVID-19 Updates: Hanoi Runs Out of Rapid Test Kits, Asks Residents to Monitor Symptoms

As new COVID-19 outbreaks are being confirmed in Europe, Asia, Latin America, and Australia, countries across the world are reintroducing quarantine measures and imposing mandatory coronavirus test on arrivals from high-risk areas in order to curb the pandemic.

At the moment, India is showing the highest daily increase in the number of those infected, occupying third place in the world with a total of over 1.85 million cases, according to Johns Hopkins Univerity. Brazil is second with 2.75 million infected, while the United States remains the worst-hit country with over 4.7 million confirmed cases.

"The humanitarian country team COVID-19 response plan, which calls for $122 million, focuses on providing critical health and humanitarian assistance for the 5.4 poorest and most marginalised Filipinos living in poor densely populated urban areas", spokesman Farhan Haq said.

The effort has already provided health services to more than 4 million Filipinos and more than 620,000 have received water, sanitation and hygiene supplies, Haq added.

As of Tuesday, the virus had sickened 112,593 people in the Philippines, according to Johns Hopkins University.

"The COVID-19 pandemic has led to the largest disruption of education ever. In mid-July, schools were closed in more than 160 countries, affecting over 1 billion students. At least 40 million children worldwide have missed out on education in their critical pre-school year. And parents, especially women, have been forced to assume heavy care burdens in the home", UN Secretary General Antonio Guterres said in a video message.

As a result, the world faces a "generational catastrophe" that could waste untold human potential, and undo progress on child nutrition, child marriage, gender equality, and a host of other obstacles to social progress, Guterres added.

The message coincided with the release of a UN policy brief that calls for reopening schools once COVID-19 is under control and addressing an estimated global gap in education funding estimated at $1.5 trillion before the pandemic.

The brief also recommended targeting those at greatest risk, including minority groups, those affected by natural and man-made emergencies and people with disabilities.

The proposals have centred on the issue of intermediate housing, which is defined as affordable housing for people that will have difficulties in saving to purchase their own property, but who also earn too much to receive social housing.

London currently has two schemes, London Shared Ownership and London Living Rent, that fulfill the need for intermediate housing in the UK capital. The initiatives provide assistance for households that have a combined annual income below 90,000 pounds ($117,000) and 60,000 pounds ($78,000), respectively.

Wider consultations are currently underway to assess the UK capital’s need for affordable rented housing. According to the UK property portal Home, the median monthly rental price of a two-bedroom property across the whole of London is 2,149 pounds ($2,805).

"Any vaccine...(or medicine) for this purpose should be, of course, going through all the various trials and tests before being licenced for roll-out", WHO spokesman Christian Lindmeier said as quoted by the Telegraph newspaper.

Lindmeier remarked that there were "established practices" and guidelines. Individual researching saying they have found a solution is "as such, great news," Lindmeier said. The WHO spokesman added, however, that "between finding or having a clue of maybe having a vaccine that works, and having gone through all the stages, is a big difference."

MOSCOW (Sputnik) - The Vietnamese capital of Hanoi has run out of rapid test systems for detecting COVID-19, with the city authorities asking residents to independently monitor symptoms of the disease, Nguyen Khac Hien, the head of the capital's Health Department, said.

"The number of people screened exceeded our expectations. We recommend that people should monitor their own health, and if one has symptoms like coughing, fever or breathing difficulty, they must go to medical facilities", Hien said on Monday, as quoted by the newspaper VN Express, adding that the rapid testing kits had run out earlier in the afternoon.

According to the official, since 8 July, the city has screened more than 88,000 people returning from the resort city of Da Nang, where a new infectious cluster was recently discovered, with rapid tests having been used to detect the virus in over 70,000 people.

Due to the lack of rapid test kits, about 18,000 people were not tested for the virus, Hien added.

MOSCOW (Sputnik) - Japanese Foreign Minister Toshimitsu Motegi said the country was allowing entry to foreign nationals who teach at private schools despite a strict ban on most international entrants amid the pandemic, media reported.

According to the Kyodo News Agency, Motegi said that first-time entry and re-entry of foreign nationals employed at international schools is considered a special circumstance to protect children's rights to receive an education and due to difficulties in finding replacements in Japan.

"Regarding teachers at international schools and their families, we are admitting new entries as well as re-entries of those with resident status", the minister said, as quoted by the agency.

BRUSSELS (Sputnik) - Belgium has confirmed 70,314 COVID-19 cases since the middle of March (including 465 new cases recorded in the past 24 hours), national public health institute Sciensano said on Tuesday.

Over the past week, Belgium's average daily increase in COVID-19 cases totaled 517, with around 20,000 tests conducted every day. The average daily number of hospitalised coronavirus patients totaled 22.

MOSCOW (Sputnik) - Russia has registered 5,159 COVID-19 cases in the past 24 hours (5,394 yesterday), bringing the cumulative total to 861,423, the country's coronavirus response centre said on Tuesday.

"Over the past 24 hours, Russia has confirmed 5,159 COVID-19 cases in 83 regions, of which 1,546 (30 percent) have been detected with people showing no clinical symptoms", the response centre said in a statement.

This brings the total case count to 861,423, with the daily increase standing at 0.6 percent.
