Russia is the first member of the United Nations to recognise the sovereignty of the two regions. The Biden administration's executive order casts doubt that other nations will follow Russia's lead. Analysts believe that Russia's formal recognition of the two regions could see tensions between the United States, Ukraine, and Russia increase. The US and its NATO allies and Ukraine have for weeks been accusing Russia of preparing an invasion of Ukraine. Russia has sent troops into the regions to help maintain peace in the regions, an order by the Russian president that was part of the earlier signed agreement with regional leadership.

23:06 GMT 21.02.2022 (Updated: 13:46 GMT 22.02.2022) US President Joe Biden has issued an executive order prohibiting Americans from engaging in economic activity in the Donetsk People's Republic and the Lugansk People's Republic. The two breakaway regions of Ukraine were formally recognised as sovereign nations by Russia earlier on Monday.
Section 1 of the executive order prohibits "new investment" in the region, "the importation into the United States, directly or indirectly, of any goods, services, or technology" from the region, "the exportation, reexportation, sale, or supply...of any goods, services, or technology" from the region, and "any approval, financing, facilitation, or guarantee by a United States person...would be prohibited".
