Russian Parliament's Upper Chamber Greenlights Use of Military Abroad After DPR, LPR Recognition

Russian President Vladimir Putin ordered the recognition of the two Donbass republics after noting that Kiev had failed to take steps to make peace with them in accordance with the Minsk agreements. Moscow also signed friendship treaties with the republics, which include provisions for joint defence and security.
The Russian parliament's upper chamber, the Federation Council, has adopted a motion allowing President Vladimir Putin to use the armed forces abroad. The decision was unanimous among all 153 senators. The decision is effective immediately, Senator Andrey Klishas explained.
According to Russian law, the president can use the armed forces abroad only with the permission of the Federation Council, with only a few exceptions in cases of emergency.
The speaker of the Federation Council, Valentina Matvienko, explained that senators expect the Russian Armed Forces to be used in a peacekeeping mission in the Donetsk and Lugansk People's Republics (DPR and LPR).
Russian President Vladimir Putin has commented on the Federation Council's decision, promising to fulfil all of Russia's obligations under the treaties if it becomes necessary.

Russia Recognises DPR, LPR Independence

The two Donbass republics' independence was recognised by Russia on 21 February on the orders of President Vladimir Putin. He made this call in the wake of requests from the DPR, LPR, and the Russian parliament's lower chamber, the State Duma.
Russia also signed and ratified friendship treaties with the two Donbass republics, which include provisions on joint defence and security, allowing Russia to deploy peacekeeping forces on the DPR and LPR’s territory.
