Russia's Special Operation in Ukraine

President Joe Biden has not plans to visit Kiev to meet with Ukraine's Volodymyr Zelenskyy, White House spokesperson Jen Psaki said.
This comes after Ukraine's president Volodymyr Zelensky claimed Biden should visit Ukraine because he is the "leader of the United States."
Meanwhile, the Russian Ministry of Defense announced a precision airstrike wiped out a logistics facility outside Lvov in western Ukraine containing large amounts of US and European weaponry. Moscow has repeatedly warned the West against pumping Kiev with weapons, at the same time assumming it will not change the outcome of the special operation.
Russia launched a military operation last month with the stated goal of putting an end to war crimes committed by Ukrainian troops against civilians during an eight-year offensive against Donbass.
Russia, which has repeatedly said it does not violate existing conventions regulating armed conflict, has said Ukrainian troops are using typical terrorist methods, such as hiding behind civilians and positioning weapons systems in civilian areas. Russia has also accused the Ukrainian military of using cluster munitions, including in the March 14 missile attack on Donetsk that killed 21 civilians.

France Trying to Convince EU to Impose Embargo on Russian Oil - Finance Minister
France is trying to convince its EU partners to impose an embargo on oil supplies from Russia to undermine its ability to finance its special military operation in Ukraine despite the spike in energy and food prices worldwide, French Minister of Economy and Finance Bruno Le Maire said on Tuesday.
Earlier in April, French President Emmanuel Macron urged the European Union to restrict oil and coal supplies from Russia.

"In light of what is happening now in Donbas, the stoppage of oil supplies from Russia is necessary more than ever. This is what we are preparing. The French president has made it clear that we are trying to convince our European partners of this to cut off supplies of Russian oil, since the stoppage of oil supplies will undermine the financing of the war in Ukraine", Le Maire told French radio station Europe 1.

Kiev Prepares New Provocation to Accuse Russia of 'War Crimes' in Odessa Region - Moscow
The Security Service of Ukraine (SBU) is preparing a new provocation in the Odessa region in order to later accuse Russia of "war crimes", Col. Gen. Mikhail Mizintsev, the head of the Russian defense ministry's national defense control center, said on Tuesday.

"According to the available reliable information, the Security Service of Ukraine is preparing another monstrous provocation to accuse the military personnel of Russia of the so-called war crimes with the mass destruction of civilians in the Odessa region. To this end, in the near future it is planned to change the uniforms one of the SBU units into the uniform of Russian military personnel and stage a demonstrative execution of local residents", Mizintsev said.

He added that photo and video materials of this action with alleged atrocities of Russians will be published by Ukrainian and Western news agencies "for the immediate cynical promotion of fakes".

Russia Gives Ukrainian Soldiers and Mercenaries Chance to Leave Azovstal Plant in Mariupol Without Weapons, MoD Says
The Russian military is proposing to Ukrainian "militants" and foreign mercenaries who are hiding in Mariupol's Azovstal plant to surrender on Tuesday afternoon, Col. Gen. Mikhail Mizintsev, the head of the Russian Defecse Ministry's National Defence Control Centre, said.

"Given the catastrophic situation that has developed at the Azovstal metallurgical plant, and also guided by purely humane principles, the Russian armed forces once again offer militants of nationalist battalions and foreign mercenaries from 12.00 Moscow time [09:00 GMT] on 19 April 2022 to halt all hostilities and lay down their arms," Mizintsev told a briefing.

According to Mizintsev, the process includes direct communication between Russian and Ukrainian sides starting from 10:00 GMT. The Russian official said that the surrender process should last two hours and start at 11:00 GMT when the militants will start leaving the Azovstal plant without weapons.

On Monday, the Daily Storm reported that Google Maps declassified Russian military and strategic facilities, while similar information about other countries was still hidden.
