Russia's Special Operation in Ukraine

Russia launched its special military operation in Ukraine on 24 February, after the Donetsk and Lugansk People’s Republics (DPR and LPR) appealed for help in defending themselves against Ukrainian provocations. Russia said that the aim of its special operation is to demilitarize and "de-Nazify" Ukraine.
On 3 July, Russian Defense Minister Sergei Shoigu told Russia's President Vladimir Putin that the entire Lugansk region had been seized from Ukrainian forces.
Russian armed forces, together with combat units of the LPR forces, took full control of the city of Lisichansk and a number of nearby settlements.
The Kherson Region and most of the Zaporozhye Region of Ukraine are now controlled by Russia's military as a result of the special operation.

HIMARS Not Difficult Target for Air Defense But Kiev Using Terrorist Tactics - Source
HIMARS (High Mobility Artillery Rocket System) rockets supplied to Ukraine by the United States are not a difficult target for Russian air defense, but Kiev is using terrorist tactics of combined strikes on poorly protected civilian targets, a source told Sputnik on Wednesday.
"MLRS [Multiple Launch Rocket Systems] shells, whether they are [launched from] Uragan, Smerch, Vilkha or HIMARS systems, are not a difficult target for a layered air defense system, they are shot down by Russian air defense missile systems in large numbers, as they have a predictable trajectory, low flight speed in the final section and are not equipped with means of overcoming air defense," the source said.

At the same time, the source noted that Ukraine is using the tactics of massive combined attacks, choosing objects that are poorly covered by air defense. Such strikes involve several types of weapons, which mainly target civilian facilities, the source added.
"A high concentration of weapons creates the possibility of some missiles breaking through to the target. This is terrorism in its purest form," the source said.

Ukrainian troops delivered a massive strike on the air defense unit, which ensures the security of the city of Luhansk, Andrei Marochko, an officer of the People's Militia of the Lugansk People’s Republic (LPR), said.
"Armed formations of Ukraine carried out a massive strike on the military air defense unit, which ensures the security of the city of Lugansk. At the moment, all measures have been taken to ensure the safety of civilians," Marochko said on Telegram.
Marochko added that several Ukrainian rockets reached their target, but the sky over Lugansk is controlled by reserve forces.

Ukraine "once again showed its terrorist nature" when it carried out a strike on facilities that protect civilians of the LPR, Marochko said.

LPR Expects to Soon Establish Diplomatic Relations With Syria - Pasechnik
The Lugansk People's Republic (LPR) hopes to soon establish diplomatic relations with Syria, the head of the republic, Leonid Pasechnik, said on Tuesday.
"Yes, of course [we are waiting for this]," he told reporters when asked a related question.

The Syrian government expressed its readiness to recognize the LPR, Pasechnik said, adding that as soon as the relevant negotiations are held, the parties will begin to implement this project.

According to Pasechnik, the LPR is very grateful to the leadership and people of Syria for their readiness to recognize the republic.

On June 29, the Syrian foreign ministry said that the country decided to recognize the independence of the Donbas republics, including the Donetsk People's Republic (DPR) and the LPR.

Spain Considers Transferring 10 Battle Tanks, 20 Armored Carriers to Ukraine - Reports
MOSCOW, July 12 (Sputnik) - The Spanish Defense Ministry is preparing to transfer 10 Leopard 2A4 battle tanks and 20 Leopard 2A4 armored personnel carriers to Ukraine, Infodefensa reported on Tuesday, citing informed sources.
Madrid is considering the possibility of transferring the equipment that is currently not in use and stored in the warehouses, according to the media outlet.
Once Kiev acquires the equipment, the Ukrainian government will have to finance their modernization in Spain at the expense of the European Peace Facility (EPF). In order to do this, Ukraine will need to sign a contract with Spanish companies. The last stage provides for the transfer of military equipment to the battlefield, the report says.
The finances of the project and its time frame have yet to be determined. Depending on the scope of the overhaul and the difficulty of finding spare parts, the total cost of both shipments may range from 5 to 15 million euros ($5.1-15.1 million), and delivery may take place no earlier than the end of the year.
The Infodefensa noted that under the Spanish Prime Minister Pedro Sanchez administration the supply of weapons to Ukraine was previously limited to defensive armament only.

EU Considering 5th $500Mln Tranche of Military Assistance to Ukraine
BRUSSELS (Sputnik) - The EU intends to allocate an additional 500 million euros ($500 million) for military assistance to Ukraine through a special fund, within which an allocation of two billion euros has already been agreed, European External Action Service (EEAS) Secretary General Stefano Sannino said at a joint meeting of the defense and foreign policy committees of the European Parliament.
"We are now discussing about the possibility of a fifth tranche of more 500 million [euros]," Sannino said at a meeting with EP deputies in Brussels.
He recalled that deliveries of lethal weapons were financed through this fund for the first time.
The EU has already allocated four tranches of 500 million euros each for military assistance to Ukraine. The total amount of financing for the purchase of weapons amounted to 2 billion euros.

EU to Adopt Directive Allowing Confiscation of Russian Assets in October
MOSCOW (Sputnik) - A directive, which will allow seizure of Russian assets in the European Union in case of circumvention of the EU sanctions, will be adopted in October, EU Justice Commissioner Didier Reynders said on Tuesday.

"We had an approval in the European Parliament already, and there is a consensus in the Council. So, after the summer break, we will have an approval in the council and I have said and I will come with a directive, so the secondary legislation in October, so we are going very fast. So, we will have an extension of the list of eurocrimes with such an offence," Reynders said ahead of the informal meeting of European justice ministers in Prague.

Reynders also said that so far EU have frozen 13.8$ billion worth of Russian assets, adding that the vast majority of assets were frozen by only 5 countries and urging other member states to join.
"For the moment, we have frozen, coming from oligarchs and other entities, 13.8 billion euros, so, it’s quite huge. But I would say that the large part, more than 12 billions, are coming from 5 member states. So, we need to continue to convince others to do the same, and so we have sent new letters to ask more information and to explain the best practices to do that. I’m hoping that in the next weeks we will see an increase in same process in all of member states," Reynders added.

MOSCOW (Sputnik) - Poland is trying to cover up its expansion into Western Ukraine by deploying massive propaganda, the Russian Foreign Intelligence Service (SVR) said on Tuesday.
"Warsaw expected that in the context of tense geopolitical confrontation, neither Kiev, nor Washington, nor Moscow would pay attention to its methodical preparations for the seizure of Ukrainian lands. Poland hoped that once the conflict in Ukraine turned into a diplomatic phase settlement, the parties would be forced to accept 'Polish expansion' as a fait accompli. Now, due to the leaks of sensitive information, the Polish leadership is forced to remove the concerns that sound from 'NATO and EU allies,'" the report says.
Controlled think tanks and media have been instructed to launch a media campaign that would disguise Poland's actions to strengthen its position in Ukraine and refute "inappropriate rumors," the SVR added.
Poland is ready to go for more active cooperation on the Ukrainian issue with Hungary and Romania, covering up its plans to seize Western Ukraine, it said.
"It is proposed to make an emphasis on creating the image of 'collective participation' of all European neighbors of Ukraine in the affairs of Kiev. For this, Warsaw is ready to go for more active cooperation on the Ukrainian issue with Hungary and Romania, thus hiding behind them to implement its own plans," the statement says.

Ukrainian military has deployed a kamikaze drone at a residential area in Energodar in the Zaporozhye Region, with a number of killed and injured is yet to be defined, a military-civilian administration spokesman told Sputnik on Tuesday.
