On February 24, Russia launched a special military operation to demilitarize and de-Nazify Ukraine after the Donetsk and Lugansk People’s Republics asked Moscow to help defend themselves against intensifying attacks by Kiev's forces.
The Russian army as well as allied forces of the People's Republics of Donetsk and Lugansk continue advancing in Ukraine as part of the special operation. Meanwhile, Kiev's forces have intensified their attacks on the Donbass territory, targeting civilians and non-military facilities on a daily basis.
In the past 24 hours, four people were killed and 14 injured in DPR as a result of shelling by Ukrainian troops, the headquarters of the territorial defense of the DPR reported.

Russia Supplied Over 55,000 Tonnes of Humanitarian Aid to Ukraine, Donbas - Ministry
Since March 2, Russia has delivered more than 55,000 tonnes of humanitarian cargoes to Ukraine and the Donbas republics, head of the Russian National Defense Control Center, Col. Gen. Mikhail Mizintsev, who also leads Russia's humanitarian response coordination headquarters, said.
A total of 55,392.8 tonnes of humanitarian aid has been supplied to Donbas and Ukraine since March 2, 2022, Col. Gen. Mizintsev said.

Over 25,000 People Evacuated From Ukraine, Donbas to Russia in Past Day - Defense Ministry
More than 25,000 people have been evacuated to Russia over the past 24 hours from dangerous areas of the Donetsk and Lugansk People's Republics (DPR and LPR) and Ukraine, head of the Russian National Defense Control Center, Col. Gen. Mikhail Mizintsev, who also leads Russia's humanitarian response coordination headquarters, said.
"Over the past day, without participation of the Ukrainian authorities, 25,237 people, including 3,702 children, were evacuated to the territory of the Russian Federation from dangerous areas of Ukraine and the Donbas republics," Col. Gen. Mizintsev said at a briefing.
He added that since the start of Russia's special military operation, more than 3.39 million people, including over 541,000 children, have been evacuated to Russia.

Bayer to Continue Supplying Russia With Agricultural Products
German agrochemical giant Bayer said it would continue supplying Russia with agricultural products to prevent a global food crisis.
"We have decided to continue supplying Russian farmers with essential agricultural products to ensure they can contribute to fulfilling the global demand," it said in a statement.
This is a reversal of Bayer’s earlier warning to cut supplies to Russia in 2023 if the conflict in Ukraine did not stop. The fighting sent food prices soaring, prompting the UN to warn of a potential food crisis.
The world’s largest seed and fertilizer company said it was committed to helping prevent what could become an "unprecedented food crisis." Bayer shares the UN’s view that access to Russian food and fertilizers and Ukrainian food is essential to alleviate pressure on the global food system, it said.

Latvia Hands Over 4 Helicopters to Ukrainian Air Force - Defense Minister
Ukraine has received four helicopters from Latvia, Latvian Defense Minister Artis Pabriks said on Monday.
"The Ukrainian Air Force has just received 4 helicopters donated by Latvia - soon to be included in the aviation fleet of the Ukrainian Army," Pabriks said on Twitter.
Ukrainian Defense Minister Oleksii Reznikov said on Twitter that his country also received six more M109 howitzers from Latvia and they "are already showing results on the battlefield."

UN Secretariat Has No Authority to Block IAEA Activities on Zaporozhye Plant
The UN Secretariat has no authority to block or cancel any activities undertaken by the International Atomic Energy Agency (IAEA) regarding the Zaporozhye nuclear power plant, United Nations spokesperson Stephane Dujarric said on Monday.
"I want to clarify a few points. First, the IAEA is a specialized agency that acts in full independence in deciding how to implement its specific mandate. Second, the UN Secretariat has no authority to block or cancel any IAEA activities," Dujarric said during a press briefing.
The spokesperson explained that the UN Secretariat is in close contact with the IAEA and has assessed that the agency has the logistics and security capacity to support a mission to the Zaporozhye plant from Kiev "should both, Russia and Ukraine agree."

Five Foreign Fighters Plead Not Guilty to Mercenary Charges in Donetsk Court
Five foreign fighters pleaded not guilty on Monday to charges brought against them by prosecutors of the Donetsk People’s Republic, a Sputnik correspondent reported from the courtroom in Donetsk.
Swedish citizen Matis Gutsavasson, Croat citizen Vjekoslav Prebeg, and British citizens John Harding and Andrew Hill are accused of fighting as mercenaries in the republic and other related crimes, while Brit Dylan Healy is accused of helping Ukraine recruit mercenaries.
All five said they understood the charges and pleaded not guilty. Offenses they are accused of are punishable by life in prison or death penalty in martial criminal justice, a spokesperson with the prosecutor's office told Sputnik earlier in August.

Swedish Mercenary Says Bought Ukrainian Citizenship for $700
Captured Swedish mercenary Mathias Gustafsson, who fought on the side of Ukraine, said at a trial in the Donetsk People's Republic (DPR) that he paid $700 for Ukrainian citizenship.
On Monday, a DPR court is hearing the cases of five foreign mercenaries who fought on the side of Ukrainian militants in Donbass.
According to Gustafsson, he also purchased a Ukrainian driver's license for a bribe.
Gustafsson surrendered in Mariupol in the industrial zone of the Azovstal steel plant. He is accused of fighting for the Ukrainian army as a mercenary.

US Funds for Ukraine May Share Fate of Billions of Dollars Lost in Afghanistan, Official Says
The distribution of funds allocated by the United States for Ukraine is not properly controlled by the US government and there can be a repeat of the situation in Afghanistan, were billions of dollars were lost, Special Inspector General for Afghanistan Reconstruction (SIGAR) John Sopko said on Monday.
"I'm not saying that's a wrong thing to do; I'm not saying that the Ukrainian people are evil people; that they're going to steal things and all that; I'm not saying that. I'm just saying anytime you throw that much money that fast into one country, you should have oversight baked in from the beginning," Sopko told Newsweek.
The SIGAR discovered in 2020 that about $19 billion of the $134 billion in US funds allocated for Afghanistan disappeared due to corruption and abuse.
"I actually think that, if there's any example where you need a special IG [Inspector General], Ukraine is it because there's so much money being spent so quickly," he said.
Sopko emphasized that it is very necessary to create a new oversight structure dedicated specifically to Ukraine to prevent losses like the ones incurred in Afghanistan.

Russia Revokes Licenses From Bulgarians, Czechs for Illegal Repairs of Mi Copters for Kiev
Russia has revoked licenses from repair enterprises of the Czech Republic and Bulgaria for cooperation with Ukraine on Mi helicopters, Director of the Federal Service for Military-Technical Cooperation (FSMTC) Dmitry Shugaev said on Monday.

"All states that have announced the transfer of domestic military products to the Kiev regime have been sent official notes about the inadmissibility of such actions. Licences for the right to repair Mi-type helicopters of a number of enterprises located in Bulgaria and the Czech Republic have been revoked," he said during the Army-2022 forum, talking about the measures taken by the FSMTC to combat the illegal re-export of military equipment in the interests of Ukraine.

According to Shugaev, Russia has also suspended the supply of spare parts and components for aviation and other Russian/Soviet-made equipment located in unfriendly countries.

Statement by 40 Countries on Zaporozhye NPP Biased, Can Encourage Kiev to Continue Attacks, Envoy Says
A statement made by over 40 countries on the Zaporozhye nuclear power plant is biased and can only encourage Ukraine to continue attacking the facility, Mikhail Ulyanov, Russia's Permanent Representative to the international organizations in Vienna, said on Monday.

A statement by 42 countries, including the United States, member states of the European Union, the United Kingdom, Turkey, Japan, South Korea, Australia and others, called on Russia to hand over the NPP to Ukraine.

"It's surprising, but in the joint statement, which, as follows from the headline, is dedicated to the situation at the Zaporozhye nuclear power plant, this statement does not say a word about the fact that this plant is subjected to systematic shelling. Of course, I understand that the co-authors of this document are biased and cannot afford to say directly that the shelling is carried out by the Ukrainian side, but, probably, one could at least mention this fact, even if in a neutral way, but this was not done," Ulyanov told the Rossiya 24 TV channel.

The Russian diplomat added that the statement has nothing to do with real politics and can only "encourage Kiev to continue missile and artillery strikes on the facility."

Ukrainian Defense Spending Increases Almost Fivefold in 2022 - Lawmaker
Defense spending in Ukraine has increased 4.7 times this year compared with 2021, member of Ukrainian parliament Yaroslav Zhelezniak said on Monday.

"Spending on security and defense increased 4.7 times this year compared to the previous one," Zhelezniak said on Telegram.

The Ukrainian parliament, Verkhovna Rada, will soon vote for a fifth increase of military expenditures this year by 270 billion hryvnia ($7.3 billion), the lawmaker said.

"With such changes in the state budget of 2022, national security and defense will account for 1.2 trillion hryvnia. This is almost as much as all state expenditures combined in 2021," Zhelezniak said.

One day of war costs Ukraine about $70 million, excluding infrastructure damages, Ukrainian Prime Minister Denis Shmygal said back in April. Kiev has been receiving tens of billions dollars worth of assistance from foreign countries.
