Live Updates: Putin Tells CSTO About Russia’s Steps Towards Deescalation Between Yerevan, Baku

Azerbaijan-Armenia tensions spiked late on Monday, with Yerevan announcing that Azerbaijani forces had launched an attack on its territory using artillery and drones; Baku, in turn, said the Armenian military had fired at the Azerbaijani positions on the joint border, leading to a clash. Both sides reported losses.
Armenia on Monday informed the Collective Security Treaty Organization (CSTO) and the UN Security Council about the escalation on the border with Azerbaijan.
Armenia and Azerbaijan fought a 44-day war over the mountainous region in the fall of 2020. It ended in a Russia-brokered peace deal that saw Armenian-dominated self-proclaimed Republic of Artsakh cede parts of Nagorno-Karabakh under its control to Baku.

Russia Taking Measures for Stabilization Between Armenia, Azerbaijan - Foreign Ministry
MOSCOW (Sputnik) - Moscow is in close contact with Baku and Yerevan and is taking measures to facilitate the soonest possible stabilization of the situation on the border between Armenia and Azerbaijan, Denis Gonchar, director of the Russian Foreign Ministry's Fourth CIS Department, said in an interview with Sputnik.
"We are in close contact with Baku and Yerevan. We are taking the necessary measures to promote the soonest possible stabilization of the situation," Gonchar said.
Late on Monday, hostilities broke out on the Armenian-Azerbaijani border. The sides accused each other of starting an escalation. Both sides reported losses among military personnel. By next morning, the parties agreed on a ceasefire.

Erdogan, Aliyev Discuss by Phone Escalation on Armenian-Azerbaijani Border
BAKU (Sputnik) - Turkish President Recep Tayyip Erdogan called Azerbaijani leader Ilham Aliyev to discuss the escalation on the border between Azerbaijan and Armenia, the press service of the President of Azerbaijan said in a statement.
"On September 13, Turkish President Recep Tayyip Erdogan called Azerbaijani President Ilham Aliyev. During the telephone conversation, Erdogan expressed deep condolences to the Azerbaijani people," according to the statement.
"Discussing the escalation at the border, Aliyev said that the responsibility for these large-scale military provocations lies directly with Armenia," it said.

Head of the Russian Federation Council's Foreign Affairs Committee Grigory Karasin told Sputnik the ceasefire was achieved thanks to the efforts of Russia, including after a conversation between Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinyan, and the work of the Russian Foreign Ministry. According to the senator, there is a lot of work to be done, since Yerevan applied to the Collective Security Treaty Organization (CSTO).
As CSTO spokesman Vladimir Zainetdinov said earlier, on September 13, an emergency meeting of the CSTO Permanent Council was held, which expressed extreme concern about the situation on the border between Armenia and Azerbaijan and considered proposals for using the CSTO mechanisms for settlement.

YEREVAN (Sputnik) - Armenia turned to the European Court of Human Rights (ECHR) in connection with the recent escalation on the border with Azerbaijan, the office of the country's representative on international legal issues said in a statement.
"On September 13, Armenia asked the ECHR to apply interim measures against Azerbaijan. The statements relate to the shelling of civilian settlements in Armenia, the protection of the fundamental rights of the civilian population and prisoners of war," the statement says.

MOSCOW (Sputnik) - The Collective Security Treaty Organization (CSTO) leaders on Tuesday agreed to send a mission headed by CSTO Secretary General Stanislav Zas to Armenia, the organization's secretariat said.
"During the meeting of the Collective Security Council, an agreement was reached on sending a mission of the Collective Security Treaty Organization headed by CSTO Secretary General Stanislav Zas to Armenia … to assess the current situation, prepare a detailed report to the heads of state at the next session of the Collective Security Council (which is scheduled to be held this fall in Yerevan) on the situation in the region and develop proposals for deescalating tensions that erupted," the CSTO secretariat said in a statement.

CSTO to Create Working Group for Permanent Monitoring of Situation in Responsibility Zone
MOSCOW (Sputnik) - The Collective Security Treaty Organization (CSTO) leaders have agreed to create a working group to permanently monitor the situation in the organization’s zone of responsibility, the CSTO’s secretariat said on Tuesday.
"A proposal was agreed to establish a working group from among the staff of the secretariat and the military personnel of the joint headquarters to constantly monitor the situation in the zone of responsibility of the Collective Security Treaty Organization," the CSTO said in a statement.

EU's Borrell Discussed Armenia-Azerbaijan Clashes with Azerbaijani Foreign Minister
MOSCOW (Sputnik) - EU foreign policy chief Josep Borrell said on Tuesday that he had a conversation with Azerbaijani Foreign Minister Jeyhun Bayramov over the situation on the Armenian-Azerbaijani border and called for deescalation.
"Had an in depth discussion about the situation at Armenian - Azerbaijan border with FM @bayramov_jeyhun. Called for de-escalation and respect of cease fire. Peaceful dialogue is urgently needed. EUSR for South Caucasus is on his way to Baku and Yerevan to facilitate these efforts," Borrell wrote on Twitter.

MOSCOW (Sputnik) - Russian President Vladimir Putin on Tuesday informed the Collective Security Treaty Organization (CSTO) Council about Russia’s steps towards deescalation at the border between Armenia and Azerbaijan, the CSTO Secretariat said.
"Russian President Vladimir Putin informed the members of the council about additional practical steps by the Russian side aimed at deescalating the tension that has arisen," the secretariat said in a statement.
CSTO consists of Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

Lavrov Stresses Importance of Preventing Conflict on Armenian-Azerbaijani Border in Conversation with Azerbaijani Foreign Minister
MOSCOW (Sputnik) - Azerbaijani Foreign Minister Jeyhun Bayramov has had a phone conversation with Russian Foreign Minister Sergey Lavrov on Tuesday to discuss clashes in the Southern Caucasus, a press release of the Azerbaijani ministry read.
"On September 13, 2022, a phone conversation took place between Jeyhun Bayramov, Minister of Foreign Affairs of the Republic of Azerbaijan, and Minister of Foreign Affairs of the Russian Federation Sergey Lavrov. Clashes and tension in the region were discussed during the phone conversation," the ministry said.
According to Baku, the Armenian military fired at the positions of the Azerbaijani troops on the border late on Monday. Yerevan, in turn. said that the Azerbaijani military shelled the Armenian side, using artillery and drones, as a result of which several Armenian servicemen were killed. The Azerbaijani Defense Ministry also reported losses in its ranks. The clashes continued the next day.
Bayramov informed Lavrov about "the large-scale provocations of the armed forces of Armenia" in the Azerbaijan-Armenia border areas, as well as the measures "taken to prevent military threats to the territory and sovereignty" by Baku, according to the ministry.
Lavrov, on his part, stressed the importance of preventing the conflict in the region, as well as observing the trilateral statements signed between the leaders of Azerbaijan, Armenia and Russia back in 2020.

Canada Concerned by Rise in Armenia-Azerbaijan Hostilities, Calls for Ceasefire - Joly
WASHINGTON (Sputnik) - The Canadian government expresses its concern over the recent flare up between Armenia and Azerbaijan and calls for de-escalation and a ceasefire, Foreign Affairs Minister Melanie Joly said on Tuesday.
"Canada is very concerned by the rise in hostilities between Armenia and Azerbaijan, including strikes against settlements and civilian infrastructure inside Armenia. We urge for de-escalation, full respect of the ceasefire, & return to meaningful dialogue via the @OSCE," Joly tweeted.
According to Yerevan, on Monday, the Azerbaijani military shelled villages in Armenia with artillery and drones, resulting in the death of 49 Armenian servicemen and the destruction of civilian infrastructure.
Baku, in turn, said that Armenia carried out a military provocation that killed 50 Azerbaijani troops stationed along the border, to which it answered.
Canada’s statement comes amidst increasing tensions in the Caucasus over Nagorno-Karabakh, also known as the non-recognized breakaway Republic of Artsakh, which declared its independence from Baku in 1991.
After the 44-days war between Armenia and Azerbaijan in 2020, in a Moscow brokered deal, a ceasefire, a prisoner exchange and the deployment of Russian Peacekeepers to monitor the situation in Artsakh, was agreed to by Yerevan and Baku.

Russia Has Outsized Influence With Both Armenia, Azerbaijan, US Calls on Moscow to Use That Influence to Help Achieve Peace - US State Dept.
WASHINGTON (Sputnik) - The United States urges Russia to use its particular influence over Armenia and Azerbaijan to help broker peace after clashes between their border forces erupted once more last night, State Department spokesman Ned Price said on Tuesday.
“Russia has outsized influence with both Azerbaijan and Armenia. We have called on Russia, and we do call on Russia, to use that influence and to use that leverage in a way that helps to achieve a cessation of hostilities, and more broadly, a deescalation of those tensions,” Price said during a press briefing.
US Secretary of State Antony Blinken has also been personally engaged on the issue, speaking with both countries’ leaders and urging them toward a peaceful resolution of tensions. The US does not believe there to be a military solution to their territorial dispute, according to Price.

WASHINGTON (Sputnik) - The United States is deeply concerned about clashes on the Armenian-Azerbaijani border and remains in active contact with both sides, White House Strategic Communications Coordinator John Kirby said on Tuesday.
"We remain deeply concerned about reports of continued attacks along that border, including reports of shelling and significant damage to civilian infrastructure," Kirby told a briefing.

India Calls on Armenia, Azerbaijan to Resolve Dispute Through Dialogue
NEW DELHI (Sputnik) - India is calling on Armenia and Azerbaijan to continue negotiations to achieve a lasting and peaceful solution to their border conflict, Indian foreign ministry spokesman Arindam Bagchi said on Tuesday.

"We believe that bilateral disputes should be settled through diplomacy and dialogue. There can be no military solution to any conflict. We encourage both sides to pursue talks to arrive at a lasting and peaceful solution,” Bagchi said.

The spokesman called for an immediate cessation of hostilities.

BAKU (Sputnik) - Azerbaijani Foreign Minister Jeyhun Bayramov said on Tuesday that the steps taken by the country's armed forces on the Armenian-Azerbaijani border were aimed at achieving military goals and were not targeting the civilian population.
