On 12 September, fighting broke out on the Armenian-Azerbaijani border. Both sides reported losses among military personnel and each side claimed the other was responsible for the escalation in hostilities.
Leaders of the Collective Security Treaty Organization have agreed to send a mission to Armenia which will be headed by CSTO secretary-general Stanislav Zas, after tensions flared up at the country's border with Azerbaijan.
Armenia and Azerbaijan have tense relations and fought a war over a contested region of Nagorno Karabakh in 2020. The hostilities ended with Moscow orchestrating a trilateral declaration, with Yerevan and Baku agreeing to a total cease-fire and an exchange of prisoners, and Russia sent peacekeepers to the region.

Armenian Security Council Secretary Announces Agreement on Ceasefire With Azerbaijan
YEREVAN (Sputnik) - Armenian Security Council Secretary Armen Grigoryan announced an agreement on a ceasefire on the Armenian-Azerbaijani border.
"With the involvement of the international community, it was possible to reach an agreement on a ceasefire," Grigoryan said in an interview with the Armenian public television.
Earlier, the Armenian Defense Ministry stated that at on Wednesday evening, the fire on the Armenian-Azerbaijani border was stopped.
Late on Monday, hostilities broke out on the Armenian-Azerbaijani border. The sides accused each other of starting an escalation. Both sides reported losses among military personnel. By next morning, the parties agreed on a ceasefire.
Head of the Russian Federation Council's Foreign Affairs Committee Grigory Karasin told Sputnik the ceasefire was achieved thanks to the efforts of Russia, including after a conversation between Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinyan, and the work of the Russian Foreign Ministry. According to the senator, there is a lot of work to be done, since Yerevan applied to the Collective Security Treaty Organization (CSTO).
As CSTO spokesman Vladimir Zainetdinov said earlier, on September 13, an emergency meeting of the CSTO Permanent Council was held, which expressed extreme concern about the situation on the border between Armenia and Azerbaijan and considered proposals for using the CSTO mechanisms for settlement.

Russia Informed UNSC of CSTO's Efforts to Resolve Armenia-Azerbaijan Conflict - Nebenzia
UNITED NATIONS (Sputnik) - Russia has informed the UN Security Council about the Collective Security Treaty Organization (CSTO)'s efforts to resolve the Armenia-Azerbaijan tensions, Russian Ambassador to the United Nations Vassily Nebenzia said on Wednesday.
"Naturally, we talked about the effort that Russia has made, both individually and through the Collective Security Treaty Organization, to normalize the situation and achieve a truce [between Armenia and Azerbaijan], about the efforts that the CSTO will make after the meeting of the collective Security Council. The partners thanked us for sharing this information, thanked for our efforts," Nebenzia told journalists after a UN Security Council meeting during which the matter was discussed.

US 'Deeply' Concerned About Continued Attacks Along Armenia-Azerbaijan Border - State Dept
WASHINGTON (Sputnik) - The United States is deeply concerned about continued attacks along the the Armenia-Azerbaijan border, State Department spokesperson Ned Price said on Wednesday.
"We are deeply concerned about continued attacks along the Armenia-Azerbaijan border," Price said during a press briefing. "We've seen continued attacks now for a second straight day. We are particularly disturbed by continued reports of civilians being harmed inside Armenia."
Price added that US Secretary of State Antony Blinken and other senior State Department officials have had a number of conversations with government officials from Armenia and Azerbaijan, including with other concerned stakeholders and partners. Price said he is not in a position to detail all of those engagements.

Moscow Wants Statement of Armenia, Azerbaijan, Russia in UNSC Press Elements - Nebenzia
UNITED NATIONS (Sputnik) - The Russian Permanent Representative Vassily Nebenzia said on Wednesday Russia insists that a tripartite statement of Presidents from Russia, Armenia and Azerbaijan are included in press elements which are being prepared by the experts of the Security Council countries on the situation between Armenia and Azerbaijan.
"Everyone unanimously spoke in favor of an early ceasefire and settlement of the situation by diplomatic means, now the press elements are being discussed, experts are left in the hall who are finalizing them. We insist that these elements contain a reference to a tripartite statement of the presidents of Russia, Armenia and Azerbaijan from 20 and 21 years, which are the basis for the normalization of relations between the two countries, contain an appeal and commitment to a ceasefire and a number of projects that the parties must undertake," Nebenzia told journalists.

Shooting at Armenia-Azerbaijan Border Almost Ceased Since 16:00 GMT, Yerevan Says
Shooting at the Armenian-Azerbaijani border has almost stopped since 16:00 GMT on Wednesday, Armenian Defense Ministry spokesman Aram Torosyan said.

"From 20.00 [16:00 GMT] the fire has practically ceased in all directions, no significant incidents have been recorded," Torosyan wrote on social media.

Protesters Block Area in Downtown Yerevan, Demanding PM Pashinyan's Resignation
Armenian demonstrators have blocked the Marshal Bagramyan prospect in central Yerevan near the parliament building on Wednesday, calling on Prime Minister Nikol Pashinyan to resign.

Earlier in the day, Pashinyan told the parliament he was ready to make tough decisions and sign documents necessary for a long-lasting peace in Armenia, though other measures, including declaring martial law, were "also on the table."

Protesters took to the streets later on Wednesday, saying Pashinyan was ready to make concessions to Azerbaijan and calling on more people to demonstrate.

Pashinyan: Another 10 Square Kilometers of Armenian Land Seized by Azerbaijan This Month
Azerbaijan has occupied another 10 square kilometers (3.9 square miles) of the Armenian territory this month as a result of renewed clashes on the inter-state border, Armenian Prime Minister Nikol Pashinyan said on Wednesday.

"In May 2021, Azerbaijan occupied 40 square kilometers of Armenia's territory, with 10 square kilometers more now," Pashinyan told the parliament, noting that the Armenian military was now trying to deal with the consequences of the escalation.

Armenian Prime Minister Nikol Pashinyan will not participate in the Shanghai Cooperation Organization (SCO) summit in Samarkand this week, the government said on Wednesday.

On Monday, a ceasefire regime on the Armenian-Azerbaijani border was breached in an area unrelated to the disputed Nagorno-Karabakh region. Baku and Yerevan have accused each other of initiating the shelling. Both sides have also reported losses in their ranks.

Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan have not informed the Shanghai Cooperation Organization (SCO) summit organizers about cancellation of their trips to Samarkand, National Coordinator of Uzbekistan for the SCO Rakhmatulla Nurimbetov said on Wednesday.

Russian border guards in Armenia have not suffered any injuries during recent clashes with Azerbaijan, Russia's Federal Security Service (FSB) border control mission in Armenia told Sputnik on Wednesday.

"In connection with the information that was spread in media, the border department of the FSB of Russia in Armenia informs that as a result of the incidents that took place on September 13 and 14, 2022, the employees of the border authority were not injured," the department said.

First CSTO Group Led by Chief of Joint Staff Will Depart to Armenia on Thu, Head of Mission Will Arrive Next Week - CSTO
The first Collective Security Treaty Organization (CSTO) expert group will depart to Armenia on Thursday, and CSTO Secretary General Stanislav Zas will arrive next week, the organization’s secretariat said on Wednesday.

"The advance group of the mission, headed by Chief of the Joint Staff of the CSTO Col.Gen. Anatoly Sidorov, will fly to Armenia on September 15," CSTO spokesman Vladimir Zaynetdinov told reporters, adding that Zas plans to go to Armenia next week.

Azerbaijani President, EU Envoy Discuss Border Tensions With Armenia - Aliyev's Office
Azerbaijan President Ilham Aliyev held a meeting with EU envoy for South Caucasus Toivo Klaar on the escalation of tensions at the border with Armenia, the president's office said on Wednesday.

On Monday, a ceasefire regime on the Armenian-Azerbaijani border was breached in an area unrelated to the disputed Nagorno-Karabakh region. Baku and Yerevan have accused each other of initiating the shelling. Both sides have also reported losses in their ranks.

"President of the Republic of Azerbaijan Ilham Aliyev has received European Union Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar. Toivo Klaar expressed concern about the tension that arose on the state border on the night of September 12-13, and stated the fact that the European Union’s leadership spoke over the phone with the Prime Minister of Armenia and the President of Azerbaijan," the statement read.

Aliev said that Armenia was responsible for the large-scale provocation at the border and also stressed that Azerbaijan supports the peace agenda as a continuation of the discussions held in Brussels.

The long-standing conflict in Nagorno-Karabakh flared up in September 2020, marking the most serious escalation in relations between Armenia and Azerbaijan in years. The hostilities ended with a Moscow-brokered trilateral declaration signed in November 2020. Armenia and Azerbaijan agreed to completely cease fire and exchange prisoners. However, the situation in the region has remained tense, with intermittent clashes between the two countries.

The Azerbaijani armed forces have not targeted Russian military facilities or vehicles, the Azerbaijani Defense Ministry said on Wednesday.

"The information disseminated by the Armenian side that #AzerbaijanArmyUnits allegedly opened fire on the Russian Armed Forces’ #militaryfacility and #vehicles located in the Gegharkunik region is completely false and does not reflect reality," the ministry tweeted.

Armenia Triggers Article 4 of CSTO Treaty to Restore Country's Territorial Integrity, Pashinyan Says
Speaking in parliament on Wednesday, Armenian Prime Minister Nikol Pashinyan said that Yerevan has triggered article 4 of the CSTO Treaty to restore the country's territorial integrity.
He said that statement that the border between Armenia and Azerbaijan has not been defined is incorrect. The borders that separated the Armenian and Azerbaijani SSR were fixed according to the Almaty Declaration on the Goals and Principles of the CIS, signed in 1991.
"Therefore, there is a border, and it was violated by Azerbaijan twice: in May 2021 and now. And Armenia should use all diplomatic and military-political methods to protect its sovereignty," Pashinyan told the parliament.
The Prime Minister added that as a result of recent hostilities, Azerbaijan has taken control of some of Armenian territories.
Commenting on yesterday's CSTO urgent meeting, Pashinyan said that its members had an open and frank discussion of the situation and made necessary decisions. He stressed that Yerevan does not view interference of CSTO as the only chance to settle the conflict with Baku since it could be done through politics or diplomacy.
