Russia's Special Operation in Ukraine

Referendums on whether the People's republics of Donetsk and Lugansk as well as Zaporozhye and Kherson regions should join Russia have been underway since Friday and will close on Tuesday.
The fourth day of voting in referendums on joining Russia is taking place in the Donbass republics, as well as the Kherson and Zaporozhye regions.
Turnout in the Lugansk People’s Republic referendum on joining Russia topped 76% after the third consecutive day of voting, the head of the election commission, Elena Kravchenko, said Sunday.
Turnout in the Donetsk People’s Republic has exceeded 50%, according to the chairman of the Donetsk Civic Chamber, Alexander Kofman.
Turnout in the Kherson region stood at 48.91% on Sunday, while in Zaporozhye region 51.55% had voted.
A referendum requires more than 50% of registered voters to cast a ballot for it to be valid.

KHERSON (Sputnik) - Russian security services detained, in the village of Chernobayevka, Kherson Region, two members of a reconnaissance and sabotage group, who, on orders from Ukrainian military intelligence, collected information about Russian troops, and also participated in preparation for terrorist attacks in Kherson for small amounts of money, a Russian security officer told Sputnik.

"Svaroba Alexander Nikolayevich, call sign "Alex", born in 1998, and Savelyev Artyom Vasilyevich, call sign "Maloy", born in 2003, were detained," the officer said.

NATO Secretary General Calls on EU to Sign New Joint Declaration Amid Conflict in Ukraine
MOSCOW (Sputnik) - The time has come to sign a new EU-NATO declaration, NATO Secretary General Jens Stoltenberg said on Monday after holding talks on the Ukrainian crisis with European Commission President Ursula von der Leyen in Brussels.
"NATO-EU cooperation contributes to security and stability so we believe the time has come to agree a new Joint Declaration to take our partnership forward," Stoltenberg said on Twitter.
The EU and NATO were supposed to sign a cooperation declaration in late 2021 but the work on the document still continues. Its contents have not been disclosed.
On July 12, the EU expressed its readiness to forge ahead in negotiations with NATO on the joint declaration after the approval of the European defense strategy, the Strategic Compass, and the adoption of a new strategic concept at the Madrid summit.
The new European strategy provides for the formation of a strong EU Rapid Deployment Capacity of up to 5,000 troops for different types of crises, which will be able to operate independently from NATO. At the same time, EU representatives emphasize that NATO remains the main organization for ensuring the security in Europe.
Secretary General of the EU External Action Service Stefano Sannino said that the EU-NATO declaration should reflect the "geopolitical context," new areas of cooperation, including on hybrid threats, space, disruptive technologies, the impact of environment and climate change on security, the fight against disinformation and interference in internal affairs, as well as cooperation in the areas of defense planning.

EU Envoys Ask Commission to Draft New Aid Package for Ukraine
BRUSSELS (Sputnik) - EU envoys asked the European Commission at a technical meeting on Monday to draw up a new financial and military aid package for Ukraine, a Czech delegate told RIA Novosti.
"The envoys confirmed their commitment to aiding Ukraine as much as possible for as long as needed. The Commission was asked to continue its work on proposals that include macrofinancial assistance and military aid," the delegate said.
The assistance will come through the European Peace Facility, an off-budget funding mechanism for EU actions with military and defense implications under the common foreign and security policy.

EU Backs Security Zone Around Zaporozhye Nuclear Power Plant
The European Union's mission in Vienna said Monday it supported UN nuclear watchdog IAEA's proposal to set up a security zone around Europe's largest nuclear power plant in Zaporozhye.

"We... support the Director General’s proposal to establish a nuclear safety and security protection zone around the Zaporozhye Nuclear Power Plant (ZNPP), the modalities of which would still need to be agreed," it said during the IAEA general debate.

The EU delegation also criticized Iran for allegedly violating the nuclear nonproliferation regime and urged it to return to the IAEA-mediated talks in Vienna that seek to revive the 2015 nuclear pact.

"The EU Member States regret that Iran has chosen not to seize the diplomatic opportunity and call on Iran to accept it so that the JCPOA would be fully restored," the delegation said, referring to the nuclear pact by its official name.

Rafael Grossi, the director general of the International Atomic Energy Agency (IAEA), has said that he discussed the creation of a security protection zone around the Zaporozhye nuclear power plant (ZNPP) with Alexey Likhachev, the head of Russian state atomic agency Rosatom, on Monday.
"Timely exchange with #Russia's @RosatomGlobal Alexey Likhachev today at #IAEAGC [IAEA General Conference] on the establishment of Nuclear Safety and Security Protection Zone (NSSPZ) at #Ukraine's #Zaporizhzhya nuclear power plant — a necessary step towards reducing the risk of a nuclear accident," Grossi wrote on Twitter.
