Several explosions reported in the center of Kiev, according to Ukrainian media.
Ukrainian media claims that several explosions have been heard in Kiev, and information about the blasts was confirmed by the city's mayor, Vitali Klitschko.
Videos posted on social media show black smoke rising from several areas in Kiev.
"Four explosions were heard in Kiev. There are also reports of air defenses operating in the Kiev region ... After the explosions, smoke was noticed in the city," the UNIAN news agency reports on its Telegram channel.
According to Kiev's mayor, Vitali Klitschko, explosions were heard in the city's center.
"Several explosions in the Shevchenko district -- in the center of the capital," Kiev mayor Vitali Klitschko said on social media.
Anton Gerashchenko - the adviser to Ukraine's Minister of Internal Affairs - wrote on Twitter that one of the rockets in Kiev fell near the monument to Mikhail Grushevsky in Vladimirskaya Street. Ukraine's security services are in this street and the office of President Volodymyr Zelensky is nearby.

Belarus Instructs Foreign Ministry to Sign Biosecurity Memorandum With Russia
The government of Belarus has instructed the Foreign Ministry to hold talks with Russia on a draft memorandum of understanding on biological security issues and sign it, according to a resolution of the Belarusian Council of Ministers published on the national legal portal.
The Russian government in July instructed the Russian Foreign Ministry to sign a memorandum of understanding with Belarus on biosecurity issues.
"The Council of Ministers of the Republic of Belarus rules to approve the draft memorandum of understanding between the government of the Republic of Belarus and the government of the Russian Federation on issues of ensuring biological security as a basis for talks," according to the document.

Russian Ambassador to the UN Vassily Nebenzia proposed to immediately vote on a Western resolution that does not recognize referendums in the DPR, LPR, Zaporizhzhia and Kherson regions on the issue of joining Russia; Chairman of the General Assembly (GA) Csaba Korosi rejected this proposal.

Washington's calls for peace talks in Ukraine are hypocrisy, Russian Foreign Ministry spokeswoman Maria Zakharova said, commenting on statements by US National Security Council spokesman John Kirby.
Earlier, Kirby said that a way out of the situation around Ukraine should be sought through diplomacy. At the same time, he noted that Washington did not see Russia's serious intentions to negotiate with Kiev.
"There is nothing but hypocrisy and a poorly disguised attempt to continue fighting to inflict a 'strategic defeat' on us behind these false calls for peace," Zakharova said in her official commentary.
Zakharova stressed that Washington's calls for peace were heard "against the backdrop of large-scale arms supplies to the pro-Nazi Ukrainian regime."

Biden Condemns Russia's Monday Morning Missile Strikes on Ukraine
US President Joe Biden has condemned Russia's missile strikes across Ukraine on Monday, saying non-military infrastructure were destroyed in the attacks, the White House said.
"The United States strongly condemns Russia's missile strikes today across Ukraine, including in Kiev. These attacks killed and injured civilians and destroyed targets with no military purpose. They once again demonstrate the utter brutality of Mr. [Russian President Vladimir] Putin’s illegal war on the Ukrainian people," he said.
He said that Washington offers condolences to the families of the victims.
"These attacks only further reinforce our commitment to stand with the people of Ukraine for as long as it takes. Alongside our allies and partners, we will continue to impose costs on Russia for its aggression, hold Putin and Russia accountable for its atrocities and war crimes, and provide the support necessary for Ukrainian forces to defend their country and their freedom," he said.
The US calls on Russia to end the military operation in Ukraine, Biden added.

Ukraine to Halt Electricity Supplies to EU Starting October 11, Country's Ministry of Energy Says
Ukraine halts electricity exports to the EU from October 11 due to recent missile attacks, the country's energy ministry said.

Earlier, the Civil Service for Emergency Situations of Ukraine stated that five regions were completely de-energized after the morning strikes, the remaining regions were partially de-energized. Volodymyr Zelensky’s office urged the Ukrainians to reduce energy consumption as much as possible in the evening.

"Ukraine stops exporting electricity due to Russian missile attacks on energy facilities," the ministry said on Facebook (banned in Russia as an extremist social network).

The ministry noted that Kiev was exporting electricity to the EU, as well as "through separate lines to Moldova and Poland."

"Today's missile attacks hit thermal generation and electrical substations, forcing Ukraine to stop exporting electricity from October 11, 2022, to stabilize its own energy system," the ministry said.

The International Committee of the Red Cross (ICRC) press service confirmed to Sputnik that the humanitarian organization paused its operations in Ukraine on Monday over security concerns and sheltered its staff.
Earlier in the day, the media reported that the ICRC temporarily halted operations in Ukraine.
"Given the security situation in Ukraine earlier today, ICRC teams momentarily paused movements and sheltered and continued to work in place. ICRC’s full schedule of humanitarian assistance will resume immediately as the security situation allows. We are monitoring humanitarian needs to provide assistance as necessary," the press service said.

EU Claims Russia's Investigation of Crimea Bridge Blast Not Credible
"The Kerch bridge is an illegal structure basically building on connection between Ukrainian territory and Russian mainland without any approval and authorization from legitimate Ukrainian authorities. We have no way to see or to know what happened on Saturday at the bridge, what led to the blast," EU foreign affairs spokesman Peter Stano said in a briefing on Monday.
The spokesperson said all the information coming from Moscow on the issue "does not merit any commentary."
