Russian Precision Strikes on Ukraine
On 10 October, Russia conducted precision strikes against Ukrainian infrastructure, which was later confirmed by the country's President Vladimir Putin. The strikes came in the wake of a terrorist attack against the Russian Crimean Bridge by the Ukrainian special services.

In February, Russia began a military operation in Ukraine responding to calls for help from the people's republics of Donetsk and Lugansk.
On Monday, Russia's President Vladimir Putin, at a meeting with the Russian Security Council, confirmed that Moscow conducted precision strikes on infrastructure facilities across Ukraine earlier in the day in an apparent response to a terrorist attack against the Crimean Bridge that took place last week.
Putin pointed out that the terrorist attack against the bridge that links the Crimean Peninsula to mainland Russia was designed to destroy Russian civilian infrastructure. According to him, Kiev has put itself on a par with the most odious terrorist groups, and it is impossible to leave the crimes of the Kiev regime unanswered any longer.

G7 Observers to Become Legitimate Targets for Russian Military if Sent to Ukraine - Source
"Observers" of the G7 countries will become legitimate targets for the Russian military should they be sent to Ukraine, a source in Moscow has told Sputnik.

On Tuesday, Volodymyr Zelensky called on G7 countries to deploy international observers on the Ukrainian-Belarusian border to monitor the security situation.

"If the G7 countries, which are already taking part in the conflict by providing Kiev with arms, intelligence, and warfare guidance, and training Ukrainian fighters, if they respond positively to Zelensky's request to send observers to Ukraine, it will permanently consolidate their status as a party to the conflict and make the so-called observers legitimate military targets," the source said.

Biden Says Has No Intention to Meet With Putin
US President Joe Biden said he does not have any intention to meet with Russian President Vladimir Putin.

"I have no intention of meeting with him but for example, if he came to me at G20 and said I want to talk about the release of [Brittney] Griner, I would meet with him. I mean it would depend," Biden said on Tuesday. "It would depend on specifically what he wanted to talk about. But look, he’s acted brutally, he’s acted brutally. I think he’s committed war crimes. And so I don’t, I don’t see any rationale to meet with him now."

Total of 100-300 Militants Trained in Ukraine to Capture Regional Center in Belarus - KGB
Foreign security services have trained up to 300 militants in Ukraine to capture a regional center in Belarus, Lt. Gen. Ivan Tertel, chairman of the Belarusian State Security Committee (KGB), said on the Belarus 1 TV channel.
"An armed seizure of a regional center on the territory of Belarus as a springboard for further development of the offensive operation - for this, foreign security services have trained from 100 to 300 militants on the territory of Ukraine," Tertel said.
He said militants are trained not only by foreign instructors in Ukraine, but also in Poland and Lithuania.

US Urges Partners to Swiftly Disburse Existing Commitments to Ukraine, Do More - Yellen
The United States urges its partners around the world to disburse their commitments to Ukraine and do more in the future, US Treasury Secretary Janet Yellen said.
"We are calling on our partners and allies to join us by swiftly disbursing their existing commitments to Ukraine and by stepping up in doing more - both to help Ukraine continue its essential government services and to help Ukraine begin to build and recover," Yellen said during a meeting with Ukrainian Finance Minister Sergii Marchenko on Tuesday.
The Treasury Secretary reiterated that providing support to Ukraine is an international and collective effort.
Yellen said that in the coming weeks the United States will begin to disburse a sum of $4.5 billion that Congress allocated two weeks ago in direct budget support for Ukraine.
"We are committed to getting this funding to you as soon as possible because we know how important it is in supporting your brave resistance to Russia’s illegal invasion," Yellen said.
The United States has so far provided Ukraine with more than $13 billion in economic assistance, she added.

US Does Not See Lavrov's Offer to Hold Talks on Ukraine as Constructive - State Dept.
The United States does not see statements made by Russian Foreign Minister Sergey Lavrov that Russia is open to holding talks on Ukraine as constructive or genuine, US State Department spokesman Ned Price said in a press briefing on Tuesday.
"The timing is notable because these statements came within hours of a barrage of rocket missiles that targeted the capital city in Ukraine, they targeted other [of] Ukraine's towns and cities," Price said. "We see this as posturing, we do not see this as a constructive legitimate offer to engage in the dialogue and diplomacy that is absolutely necessary to see an end to this brutal war of aggression against the people, state, the government of Ukraine."
Lavrov slammed on Tuesday US statements that Russia left unanswered Washington's proposals on negotiations on Ukraine as lies, noting that Moscow received no serious proposals.

Germany Transfers IRIS-T Air Defense System to Ukraine, Report Suggests
Germany has transferred one IRIS-T air defense system to Ukraine, Spiegel reported on Tuesday, citing sources.

Shoigu, Akar Discuss Ukraine, Syria, 'Food Deal' - Russian Defense Ministry
Russian Defense Minister Sergei Shoigu discussed by phone with Turkish Defense Minister Hulusi Akar the situation in Ukraine, including the exports of grain from Ukrainian ports under tha "food deal," as well as Syria, the Russian Defense Ministry said on Tuesday.
"On October 11, 2022, a phone conversation was held between the Russian Defense Minister Sergei Shoigu and Turkish Defense Minister Hulusi Akar. During the talks, the state and prospects of bilateral relations, issues of regional security, as well as the situation in Ukraine and Syria were discussed," the statement says.
The ministers reviewed the progress of the project for the export of grain from Ukrainian ports in direct connection with the implementation of agreements on the export of Russian agricultural products and fertilizers.
"The Turkish side reaffirmed its readiness to provide comprehensive assistance in resolving the situation in Ukraine through diplomatic means," the ministry said.
In addition, during the conversation, the importance of interaction to prevent the terrorist threat in Syria, as well as the readiness to comply with all agreements reached on this issue, was noted.

The Russian ambassador in Bern was summoned to the Swiss Foreign Ministry following Russian missile attacks on Ukraine, Swiss Secretary of State Livia Leu said on Tuesday.

The United States will continue working with Ukraine on providing the country additional air defense capabilities amid Russia's special military operation, White House National Security Council Coordinator for Strategic Communications John Kirby said on Tuesday.

"We will continue to work with them [Ukraine] on additional needs going forward and that would include continuing to talk to them about additional air defense capabilities, I don't have any other announcements to make," Kirby said during a conference call.

Kirby said the United States will deliver the first National Advanced Surface-to-Air Missile Systems (NASAMS) to Ukraine in the very near future. Kirby added that the United States is certainly interested in expediting the delivery of additional NASAMS to Ukraine as soon as possible.
