Russian Precision Strikes on Ukraine

The situation in the zone of Russia’s special military operation is tense as Ukrainian forces keep making attempts to attack Russian positions, according to Sergei Surovikin, the general of the armed forces and the commander of all units in the military operation zone.
Russia launched airstrikes against Ukrainian energy, defense, military and communications infrastructure on October 10, two days after the terrorist attack on the Crimean Bridge, which, Moscow believes, was carried out by the Ukrainian special services.
President Vladimir Putin said that, through its continued terrorist activities, Kiev put itself on par with the most odious terrorist groups, and vowed to harshly respond to such crimes.
According to the latest Russian Defense Ministry statistics, over 600 Ukrainian military targets have been destroyed in attack drone strikes, and that over 8,000 sorties have been flown. Russian warplanes have made over 34,000 sorties during the course of the special operation since February, and more than 7,000 guided weapons have been used.

US President Joe Biden said on Wednesday, in light of Russian President Vladimir Putin's declaration of martial law in former Ukrainian territory, that the Russian leader finds himself in a difficult position in the Ukraine conflict.
"I think Vladimir Putin finds himself in an incredibly difficult position, and what it reflects to me is it seems his only tool available to him is to brutalize individual citizens in Ukraine, Ukrainian citizens, and try to intimidate them into capitulating," Biden said when asked about Putin's decision to invoke martial law in former parts of Ukraine.

Poland Unlikely to Get Tanks From Germany to Substitute Ones Sent to Ukraine - Ministry
Warsaw and Berlin have failed to agree on the supply of German tanks to replace those that Poland has sent to Ukraine, Polish Deputy Defense Minister Marcin Ociepa said on Wednesday.

After the start of Russia's special operation, Poland handed over several hundred T-72 tanks to Ukraine, while Germany, in turn, promised to supply Leopard tanks to Poland.

Negotiations on the supply of German tanks to Poland "have been suspended," Ociepa told Polish newspaper Gazeta.pl, adding that Germany's proposal, which was recently received by Warsaw, was unsatisfactory because it concerned only a small number of tanks, and it would be stretched over a considerable length of time.

The deputy minister clarified that Poland expected to receive at least 40 tanks from Germany.

"If we could not get tanks at the level of 40 units from the German side as compensation [for the supply of tanks to Ukraine], something is wrong," he said.

Earlier in the day, Polish media reported that under the so-called arms cooperation, South Korea will supply Poland with 288 K239 Chunmoo rocket artillery systems, 1,000 K2 tanks, 672 K9A1 self-propelled howitzers, and three squadrons of FA-50 fighters.

US Has Not Seen Massive Cyber Attacks From Russia Over Ukraine Involvement, Congressman Says
The United States has not seen the sort of large-scale cyber attacks from Russia that were anticipated given Washington’s involvement with Ukraine, Rep. Jim Langevin, co-founder of the Congressional Cybersecurity Caucus, said on Wednesday.
"What we haven’t seen is the massive cyberattacks that perhaps we had expected, or the blowback here against the United States that could have happened, because of our involvement in and support of Ukraine," Langevin said during an interview on cybersecurity. "But we can’t let our guard down, we know that cyber is still a significant threat, both to businesses, to our economy and to our national security."
The US is trying to walk a fine line between supporting Ukraine and avoiding a war with Russia, Langevin added.
A cyber attack that results in loss of life or disruption of critical national functions could trigger an Article 5 response by the NATO alliance, Langevin said.
Langevin named Russia, China, Iran and North Korea as the top cyber actors of concern.
The biggest economic threat from cyber has been identified as China, Langevin said. China uses cyber for espionage and theft of intellectual property, according to Langevin.
The Biden administration is working with state and local partners to ensure that systems and equipment are secure for upcoming elections, Langevin also said. The US is currently monitoring for malign actors seeking to interfere in elections, Langevin said.

Territorial Defense Headquarters to Be Created in DPR, LPR, Zaporozhye, Kherson Regions
Territorial defense headquarters will be created in the Russian regions, said Russian President Vladimir Putin.

"To coordinate the work of the heads of the regions, they will receive the authority to create the appropriate headquarters. I instruct the government, the defense ministry, and other departments to provide them with all necessary assistance," Putin said at a meeting with members of the Russian Security Council.

According to a presidential decree published on the Kremlin website, territorial defense headquarters are being created in the DPR, LPR, Zaporozhye and Kherson regions.
