Russian Precision Strikes on Ukraine
On 10 October, Russia conducted precision strikes against Ukrainian infrastructure, which was later confirmed by the country's President Vladimir Putin. The strikes came in the wake of a terrorist attack against the Russian Crimean Bridge by the Ukrainian special services.

Russia launched airstrikes against Ukrainian energy, defense, military and communications infrastructure on October 10, after the terrorist attack on the Crimean Bridge, which, Moscow believes, was plotted and carried out by Kiev.
According to Gen. Sergei Surovikin, commander of all Russian forces in the military operation zone, the situation remains tense, as Ukrainian troops continue to shell cities and attempt to attack Russian positions.
Earlier this week, President Vladimir Putin ordered the introduction of martial law in the four new subjects of the Russian Federation - the Donetsk and Lugansk People's Republics, Kherson Region and Zaporozhye Region, which recently joined the country following referendums.

Air Raid Sirens Go Off in Several Ukrainian Regions - Reports
Air raid warnings were issued in several Ukrainian regions late on Sunday night, according to Ukrainian media reports.
Air raid sirens went off in the Kirovohrad, Cherkasy, Mykolaiv, and Dnipropetrovsk regions overnight, according to Ukrainian news portal Strana.ua.
Later in the night, local authorities confirmed that air raid warnings were issued in the Cherkasy region, as well as the region of Mykolaiv.
On Saturday night, air raid alerts were issued in the Ukrainian regions of Poltava and Kirovohrad, as well as the capital Kiev, according to local authorities.
On Saturday morning, air raid sirens were heard all across Ukraine, including Kiev and in the regions of Mykolaiv, Sumy, Chernihiv, Poltava, and Kharkiv.
Precision strikes against Ukrainian infrastructure have been carried out by Russia since October 10 (two days after the terrorist attack on the Crimean Bridge).
Ukrainian President Volodymyr Zelensky said on October 18 that 30% of power plants in Ukraine had been destroyed, leading to massive power outages.
On Friday, Ukrainian Energy Minister German Galushchenko said that Russian strikes against Ukraine's infrastructure had affected at least half of the country's thermal energy generation capacity.
On Sunday, Galushchenko said that Ukraine had lost 90% of wind and up to 50% of solar energy in the course of the hostilities.

Kiev Preparing Provocation With Civilian Deaths - Joint Coordination Headquarters
Kiev is preparing a provocation in the Kharkiv region with the death of Ukrainian civilians, in order to later put blame on the Russian military, a spokesperson of the Russian Federation's Joint Coordination Headquarters for Humanitarian Response said.
"The Kiev regime, in order to accuse the Russian Federation of a war crime, is preparing a bloody provocation with the death of its own citizens. On October 24 of this year, in the city of Volchansk, Kharkiv region, during the distribution of food aid to local residents, a unit of foreign mercenaries will shell the location of the accumulation of civilians using artillery," the spokesperson said.
According to the Russian coordination headquarters, this terrorist act is being planned by Ukraine in order to "discredit the Russian Armed Forces and accuse Russia of killing civilians."

Austin Reaffirms Value of Continued Communication in Call With Russia's Shoigu - Pentagon
US Secretary of Defense Lloyd Austin in a phone call with Russian Defense Minister Sergei Shoigu reaffirmed the importance of continued communication between the two countries amid the ongoing conflict in Ukraine, the Pentagon said on Sunday.
Earlier in the day, Shoigu discussed the crisis in Ukraine in separate phone talks with his French, Turkish, UK and US counterparts.
"Secretary Austin rejected any pretext for Russian escalation and reaffirmed the value of continued communication amid Russia's [special military operation in] Ukraine," the department said in a press release.
The Pentagon specified that the phone call was initiated by Russia as a follow-up to the ministers' conversation on Friday.

Ukrainian Foreign Minister Denies Kiev's Intention to Acquire 'Dirty Bombs'
Ukraine has no plans to acquire low-intensity nuclear explosives known as "dirty bombs" and remains committed to the Non-Proliferation Treaty (NPT), Ukrainian Foreign Minister Dmytro Kuleba said on Sunday.

"Ukraine is a committed NPT member: we neither have any 'dirty bombs', nor plan to acquire any," Kuleba said on Twitter.

Russian Defense Minister Shoigu Discussed Ukraine Crisis With US Counterpart Austin

Kiev Starts New Rolling Blackouts to 'Stabilize' Electrical Grid
Authorities announced a new cycle of electricity cuts in the Ukrainian capital of Kiev on Sunday in a bid to bring the damaged power grid back into balance.

"At the direction of [Ukrainian utility] Ukrenergo, stabilization power outages have begun in Kiev," the city administration said on Telegram.

The mayor's office reminded residents of the need to reduce electricity consumption as much as possible.
