On 23 October, Moscow told France, the UK, the US and Turkey it was worried that Kiev, according to credible sources in various countries, including Ukraine, was preparing a provocation related to the detonation of a "dirty bomb" on its own territory, so that it could blame Moscow for the use of weapons of mass destruction.
On Tuesday, Mikhail Ulyanov, Russia's Permanent Representative to International Organizations in Vienna, said that experts from the International Atomic Energy Agency (IAEA) will go to Kiev and Zheltie Vody in the next few days to inspect facilities there after Moscow warned that Ukraine was building a "dirty bomb".
According to Russia's Defense Ministry, the Institute for Nuclear Research in Kiev and the Vostochny Mining and Processing Plant in the city of Zheltie Vody are engaged in preparing a provocation.
Earlier, the Russian mission to the United Nations sent a letter to UN Secretary-General Antonio Guterres saying that the Kiev regime plans to develop a "dirty bomb" and then accuse Russia of using a tactical nuclear weapon.

No Signs of Kiev Preparing for Large-Scale Attack on Kherson Yet - Authorities
here are no signs that the Ukrainian troops are preparing a large-scale offensive against the Kherson Region yet, deputy head of the regional administration Kirill Stremousov told Sputnik.
"So far we do not see signs of a large-scale counteroffensive on the Kherson Region. There are separate attempts to probe and break through our defense line, but they are all stopped," Stremousov said.
He said a territorial defense staff, led by acting regional governor Vladimir Saldo, had been formed in the region.
On September 23-27, the Donetsk and Lugansk People's Republics (DPR and LPR), Kherson and Zaporozhye regions held referendums on whether to become part of Russia. The vast majority of voters supported joining Russia.
On September 30, Russian President Vladimir Putin spoke in the Kremlin after the referendums, and later signed treaties with the new territories' heads on the admission of the regions to Russia. A few days after, Putin signed federal laws ratifying the admission of the territories to the Russian Federation.

Italian Prime Minister Says Peace in Ukraine Can Be Achieved Through Support to Kiev
Italian Prime Minister Giorgia Meloni said peace in Ukraine can be achieved through support to the Kiev authorities.
“I hope and will work for a just peace, but we need to understand how to achieve it. It can’t be achieved by waving rainbow flags at demonstrations,” Meloni said in the Senate of the national parliament ahead of a vote on the issue of confidence in the new government.
"The only way to contribute to talks in a conflict is to have a balance between the forces. If someone wins, then there is no need for talks. Peace is achieved through the support to Ukraine... giving it the opportunity to defend itself.. This is the only chance we have to make the parties decide to start negotiating," she said.
Russian Foreign Minister Sergey Lavrov has said any cargo that contains weaponry for Ukraine will become a legitimate target for Russia.
Russia launched a special military operation in Ukraine on February 24 in response to calls by the Donetsk and Lugansk People's Republics for protection from Ukrainian troops. The Russian Defense Ministry said the operation, which targets Ukrainian military infrastructure, aims to "demilitarize and denazify" Ukraine, and to completely liberate Donbas.
Russian President Vladimir Putin has said the operation aims to "protect people subjected to genocide by the Kiev regime for eight years." Western nations have imposed numerous sanctions on Russia and have been supplying weapons to Ukraine.

Zelensky's Office Says Situation Near Kherson Becoming Worse for Ukraine
Oleksiy Arestovich, an advisor to the head of Ukraine's presidential office, said that the situation in the Kherson Region was becoming worse for Kiev.

Attempts by US, UK to Instruct UN Secretariat Constitute Breach Charter - Russian Envoy
The documented instructions sent by the United States, United Kingdom, France and Germany to the United Nations Secretariat asking for an investigation into Russia’s alleged use of Iranian drones in Ukraine, are in breach of the UN Charter, the Russian Ambassador to the world body Vassily Nebenzia said.
"I refer to the documented attempts by the United States, the United Kingdom, France, which Germany has also joined, to deliver direct instructions to the UN Secretariat, which are in breach of article 100 of the United Nations Charter," Nebenzia said on Wednesday.
Russia requested Wednesday's meeting at the beginning of the week as well as asked the UN Legal Department to brief the member states to clarify their legal position.
Last week, leading members of the so-called collective West requested the United Nations Secretariat to conduct an investigation into Iran allegedly supplying drones to Russia for use in Ukraine. Nebenzia dismissed the allegations in a letter to UN Secretary-General Antonio Guterres and also criticized the Secretariat for siding with the West without having a legal mandate to conduct such an investigation.

French Prime Minister Elisabeth Borne said Ukraine's accession to the European Union under an accelerated procedure does not meet anyone's interests.
"In June, the EU unanimously supported the status of Ukraine as a candidate for entry into the union. The entry path is long and demanding. There will be no accelerated entry procedure, just like criteria softening. This will not be in the interests of the European Union, nor in the interests of Ukraine," Borne said, speaking in the French Senate.
In June, the EU General Affairs Council in Brussels said the EU members had reached a full consensus on granting Ukraine the EU candidate status.

Russia Believes Dialogue With Kiev Possible, Moscow Ready to Find Solution - Ambassador
Russia believes that negotiations with Ukraine are possible, with Moscow being ready to seek solutions to the crisis, Russian Ambassador to the UK Andrey Kelin said on Wednesday.
In April, the parties were close to discussing the settlement of the conflict, but after that, Ukrainian President Volodymyr Zelensky legally made negotiations impossible, the ambassador noted.
"We are saying that negotiations are possible, and we will be prepared at any time to find a right solution for the crisis," Kelin told CNN.
The ambassador also said that it was a mistake to believe that Ukraine could win in the conflict.
"It is a big mistake to think that Ukraine can win this battle. It is strategic miscalculation totally, absolutely because the potential that Russia has and Ukraine has, it is non comparable. At the moment, Ukraine is nearly a failed state," he noted.
Ukraine is currently kept afloat by Western donations and weapons, according to the diplomat.
Commenting on the "dirty bomb" threat from Kiev, Kelin said that the Ukrainian regime would do anything to attract the West's attention to keep the flow of money and weapons going.
"We have a feeling that at this moment authorities in Kiev need to attract attention by something, because actually the offensive attack in different fronts, counterattack, as they are calling it, it has stopped, they are now losing all resources... if intelligence is saying that something is in preparation, then they are right about this," the ambassador said in response to a journalist's question about why any country might want to use such weapons.
Kelin also noted that the IAEA should visit Kiev and Zhovti Vody in the near future, and they should give answers based on the results of their visit.
"The issue is to verify. If it is not over there, so we will simply be happy," the ambassador added.
On Sunday, Russian Defense Minister Sergei Shoigu expressed to his French, UK, US and Turkish counterparts his concern that Kiev, according to credible sources in various countries, including Ukraine, was preparing a provocation related to the detonation of a dirty bomb on its own territory, in order to blame Moscow for the use of weapons of mass destruction and, thus, tarnish the country's image. According to the sources, Kiev has already begun the practical implementation of this plan under the guidance of its Western curators, with the work to create the bomb already in the final stages.
On Tuesday, Russian Permanent Representative to International Organizations in Vienna Mikhail Ulyanov said that experts from the International Atomic Energy Agency (IAEA) will head to Kiev and Zhovti Vody in the coming days after Russia's warnings about Ukraine preparing a "dirty bomb," and the preliminary results of the visit may be published within a few weeks.

US, EU Likely to Settle for Loosely Policed Russian Oil Price Cap - Reports
The United States and the European Union are likely to agree to a loosely enforced price cap on Russian oil as only the Group of Seven (G-7) nations and Australia are committed to enforcing it, Bloomberg reported, citing sources familiar with the talks.
US and EU officials have been forced to scale back their plans for the price cap on Russian oil due to investor skepticism, as well as the fact that crude volatility is creating a growing risk in financial markets, the report said.
Bloomberg previously reported that US and EU officials are no longer considering a price cap in the $40-$60 range and would instead set the cap above $60 to encourage continued output.

CIA Director Burns Visited Ukraine Earlier in October - Reports
CIA Director Bill Burns made an unannounced visit to Ukraine earlier this month for talks with President Vlodymyr Zelensky and other officials, CNN reported on Wednesday, citing two unnamed sources familiar with the visit.
Burns conveyed to Zelensky that the United States is committed to providing support and intelligence sharing to Ukraine amid Russia's special military operation in the country, the report said.
The sources provided no further information about Burns' visit, the report added.
Burns and other US officials have said they see no evidence that Russia is preparing to use a nuclear weapon in Ukraine.

Russia Tells US Claims of Readiness to Cross Into Ukraine 'Unacceptable' - Antonov
Russia has communicated to the United States that American military claiming readiness to cross into Ukraine in case of an escalation is unacceptable, Ambassador in Washington Anatoly Antonov told Newsweek, warning of "disastrous consequences" if US troops join the fight against Russia.
"We have already officially pointed out to high-ranking members of the US Government that such bravura statements by the U.S. Army commanders are inadmissible," Antonov said.
The diplomat warned that "direct participation of the US military in the fighting will lead to disastrous consequences."
The ambassador expressed confidence that further aggravation of the situation does not meet Washington’s interests. He also noted that Russia is not going to tolerate a situation where military threats are mounting on its borders.
The United States is becoming increasingly involved in the conflict in Ukraine, turning the country into a battlefield with Russia, Antonov observed.
CBS reported on Friday that 4,600 soldiers from the US Army's 101st Airborne Division and some heavy equipment have been deployed to Romania for the first time in almost 80 years to defend against any attack on NATO amid the Russia-Ukraine conflict.
According to CBS, its commanders told the broadcaster that while they're there to defend NATO soil, if the fighting escalates or there's an attack on the alliance, they're fully prepared to cross into Ukraine.

Ukraine is concerned US military assistance to the country may be in jeopardy if Republicans win control of the House of Representatives after the midterm elections in November, Ukrainian Foreign Minister Dmytro Kuleba told Axios.

Biden Support for Kiev Could Swing Ukrainian Voters to Democrats in Key Races - Pollster
Republicans are split on the issue of US support for Ukraine in the current conflict but louder voices in the party are calling for a reduction or withdrawal of support from the Zelensky regime, pollster John Zogby told a Foreign Press Center briefing on Wednesday.
"Republicans are split on the Ukraine conflict, but their louder voices are for withdrawing US support," Zogby said. "It is hard to get Ukraine into the mix [of November congressional election projections]. The majority of Americans do not want war against Russia but are for supporting Ukrainians in their battle."
However, the concentration of Ukrainian Americans in major US industrial states and their approval of President Joe Biden's strong support for the Zelensky government could switch their long-established support for Republicans and play a significant role in the outcome of some Senate races on November 8, Zogby said.
"Ukrainian Americans are well positioned in key states. ... There could be a last minute deus ex machina swing on this issue from Ukrainian Americans," Zogby said.
In general, US voters were not paying much attention to Ukraine or other foreign policy issues in the current election races, Zogby added.

Russian Citizens Leaving EU More Actively Than Entering EU States - Frontex
More Russian citizens left the European Union over the past week compared to the number of Russians who entered the EU over the same period, the European Border and Coast Guard Agency, Frontex, said on Wednesday.

"24,429 Russian citizens have entered the EU over the past week, a minor increase compared to the week before. At the same time, 25,684 Russian citizens left the EU," the agency wrote on Twitter.

Out of over 25,000 Russians that left the EU, almost 8,000 people came to Russia from Estonia, with another 7,200 entering Russia from Finland, according to Frontex.

In response to Russia's military operation in Ukraine, the West has launched a massive sanctions campaign against Moscow. In addition, the EU decided to limit the movement of Russian citizens, terminating its simplified visa regime agreement with Russia on September 12.

Estonia, along with Poland, Latvia and Lithuania agreed to put restrictions starting September 19 on Russians trying to enter their countries.

In late September, Finland also closed its borders for Russians with Schengen tourist visas, becoming the latest European country bordering Russia to do so.

Hungary Against Price Cap on Russian Gas, Believes It May Reduce Supplies – Top Diplomat
Hungary does not support a price cap on Russian gas imports because it may reduce supplies to Europe and push the prices up, Foreign Minister Peter Szijjarto told Sputnik.

"When it comes to gas, we made it very clear that we do not support any kind of a price cap on gas because we see the risk of such measure ending up in a lower quantity of gas delivered to the European market, and we all know that if you decrease the volume of a product on the market then the prices will further increase. So, that's why we are against the price cap," Szijjarto said in an interview.
The European Commission has not yet put forward any concrete proposal on a price cap on natural gas from Russia, Szijjarto added.

"We had a meeting of the energy ministers of the EU yesterday in Luxembourg, and there was no concrete proposal to be put on the table yet when it comes to gas," Szijjarto said in an interview. "The European Commission should put the proposal on the table soon, but I don’t know what time they will be ready."

Kiev Preparing for Terrorist Sabotage With Use of 'Dirty Bomb' - Kremlin
Kiev is preparing a terrorist sabotage act with the use of a "dirty bomb," and Moscow will continue to encourage the world to prevent this irresponsible activity, Kremlin spokesman Dmitry Peskov said on Wednesday.

"We have information that indicates an existing threat of a dirty bomb from Ukraine. We have information that indicates that Ukraine is preparing for such a terrorist act," Peskov told reporters.

Russia will convey this information to the world community to prevent such sabotage, the official added.

"We will vigorously continue to convey our point of view to the world community in order to encourage them to take active steps in terms of preventing such irresponsible behavior of the Kiev regime," he said.

Lt. Gen. Igor Kirillov, who heads the Russian radiation, chemical and biological defense forces, said on Monday that the Russian Defense Ministry had well-sourced information about Kiev's plans to use a "dirty bomb" and blame Moscow for this. Foreign ministers of France, the United Kingdom, and the United States dismissed these claims in a joint statement later in the day.

Russian Defense Minister Sergei Shoigu had several calls with his foreign counterparts to discuss the dangers of the use of a "dirty bomb" by Kiev. Russia is also seeking to convene a meeting of the UN Security Council on the issue.

A dirty bomb is a radiological weapon in a form of a container with radioactive materials and an explosive charge. Such weapons disperse radioactive material over large areas when they explode, thus contaminating the environment and the population. According to the Russian Defense Ministry, if Ukraine detonates the "dirty bomb," radioactive isotopes will spread in the atmosphere to a range of up to 1,500 kilometers (930 miles) and can cover Poland.

Earlier, French magazine Le Point reported that on Monday, during a visit to the Vatican, Macron had asked Pope Francis to call Russian and US leaders, Vladimir Putin and Joe Biden, in order to resolve the crisis in Ukraine. Macron also spoke of the need for the United States to sit down at the negotiating table to advance the settlement process. In this regard, Kremlin spokesman Dmitry Peskov pointed out that "Russia is open to all contacts, but we must proceed from the fact that Ukraine has codified the non-continuation of negotiations."

"Peskov announced Moscow's readiness to conduct a dialogue with the Pope, and this is good. As for Kiev's position, as you know, the rule in politics is 'never say never,'" the source noted.

He also noted the importance of what will be a reaction to these proposals from Washington and London.

Switzerland's Neutrality Precludes Supply of Helmets, Body Armor to Ukraine - Government
Switzerland has rejected several requests from the Ukrainian military to send helmets and body armor, citing the ban on military military supplies under its policy of neutrality, the Swiss Federal Council said on Wednesday.

"Body armor and helmets are military equipment. They are classified as the specific military property under Swiss law. As a result, Switzerland rejected applications for the supply of helmets and body armor to the Ukrainian army," the Council said in a statement.

Conversely, Switzerland granted Ukraine's requests for humanitarian aid, such as medical products and sleeping bags, as it does not belong in military supplies, the council said.

Switzerland has also introduced export restrictions on certain military-purpose goods to Ukraine, to retain parity between parties to conflict, the council said.

"Since the Federal Council has joined the EU sanctions against Russia, Switzerland has had to impose export restrictions in some areas against Ukraine," the statement said.

According to the statement, since Switzerland bans the export or transit of equipment suitable for military use for one of the parties to the conflict, neutrality obligates it to mirror the restriction onto the other side.

The Swiss government published a detailed report on the neutrality policy for the first time since 1993 due to criticism and misunderstanding of this policy after the beginning of the conflict in Ukraine in late February.
